Welcome. >> Thanks, Mayor. Vice Mayor Councilmembers, Tennessee. Transportation Public Works director back last Winter. We came to you with the discussion around some improvements we are considering for downtown this presentation today as an
update on some of those things that have happened, a few that are occurring right now and a couple that are still to occur that we could use some additional feedback on with me is gave born director of planning and Economic Development Department is going to kick off the presentation. >> They're with us as we get to size up. Thank you, Dan. And good afternoon. Mayor vice mayor members of the council as director has he mentioned today study session. It's a discuss projects that the teams have been programming in the downtown core. And when I mention teams, want provide some context to that. Obviously, they're the internal organizations specifically pad and transportation and public works that work together to coordinate on projects. An important element of this is we also coordinate with our
downtown action organization, which is a critical element of the community benefit district in that area to understand how we're coordinating aligning on project types. So our first light is going to specifically discuss courthouse square and go through the first few bullets here and then handed over to MISTER Hennessey to complete the slide. It's important to know with courthouse square. The design is grounded in the master plan that was adopted by the council back in 2016. So when we look at projects, we're looking at projects that align with that masterplan or projects that tess Concepts that the community MAY be interested and are temporary in nature that can be used as a pilot. They can determine then what the community's interest that project we can learn from that. But they can also be revoked. So 2 of those that we focused on
specifically to draw individuals with younger children to the square and provide amenities that allow children to stay there in the entertainment. We incorporated 2 pieces. One is an interactive play panel and another is interactive public art. They have moving objects that are catered to the younger generation and families. We've seen quite interesting draw with that definitely is a benefit. And the many do the square, especially when events are drawing families there see a lot of activity around those. So those are a few that we're testing out. As I mentioned, time on the public art side as the slide that continues. You'll see a number of areas where we've done temporary public art. Instead a permanent and that is intended to really interest in transition and the public art and to create new amenities
and the downtown a more regular basis. The second item is probably the biggest component that the community is interested in in the square. And that is the Rufus, our panels and fountains. That is part of the master plan that includes re pouring the concrete with us. Our panel said there are a total of 9 they were originally done in concrete and they're being cast in bronze and the proposal in the master plan also involves a fountain with the panel's being placed on the fountain. The fountain is being constructed by private development. That permit has been teed up and he's ready to go. This city staff have been working on reporting the panels. We have 6 of those port with 3 remaining that were initiating now the 3 remaining or the larger SeaLife panels as we progress through this process, there's feedback provided by the
community about really understanding how the community is using that section of the square where the found this place to is also the area where a large stages place that is used on a regular basis. We're seeing that frequently deployed through various events in the square and that is created interest in the community to explore potentially other concepts. We've approached this conversation about looking at alternate means of installation for the panels with economic development subcommittee. For that those conversations in front of the community advisory board and the Arts in public places committee and a lot of the feedback has been to better understand since we've lived with the square for 10 years. What community actually wants in that area. So we are exploring concepts will talk a little bit about the timeline
today, but that warrants a separate conversation with the council because that is an incredibly important project to the community. And we'll bring that back. And it's important to note that once we have those panels, we will be looking at temporary placement to allow the community to enjoy the art in various areas. So will be deploying those. But since this is a critical component to the square, we want to make sure we get it right. Our opportunity to the council to chime in. With that, I'll hand it over to director seeing no further discuss planned for courthouse square. I just a few more things that are ongoing right now. We're replacing trash cans that are there they are hard to maintain our to keep clean. So we're gonna move towards a big belly system. >> Not just in court, a square, but in through a
number of parks with both help of measure m and a grant from Sonoma must be doing some public art on utility box traps. It's being led by the d a o and through the city's public art program. Then the d a o has in their square and across 4th street that they need to bring down so that we can trim the trees and make that a nicer looking area. And here's just a couple images of the recent installations. One item that I wanted to add here when we talked in the winter we we had talked about potentially adding bigger play structure in courthouse square and we looked at and maybe a half dozen or so different areas which to place that. Every one of them rack some element of the existing programming and require a broader community outreach discussion around what we're willing to sacrifice to make that happen. If that's something that we're still
interested in, we will. But there is definitely a sacrifice to be made. There's no win, win, win, win. With respect to placing a major play structure in Courthouse Square. Moving to 4th street. We've already relocated relocated, repainted. Every planted a number of planters down there. We'll have a couple of photos of that recently. But they were creating a lot of sidewalk clutter. So we've reorganized them to add to the Aztecs while also reinforcing where cars are supposed to and not supposed to be on the curb West 4th Street. But the planning and economic development partner in partnership with the deo will be doing a over a lighting plan for for street in some expansive expansion. Be on that. And the rest of downtown both for functionality and aesthetics. As we discussed the lighting downtown. We
realize that neither the electrical division who is going look at it strictly from the point of functionality north planning and economic development team who might look at it from aesthetics and Placemaking was going to solve this by themselves, was going to take a pretty different approach. And we thought that we'd hire an expert to help us work through that. The broken found that wasn't has been in front of La Rosa for years has been removed in last couple And then we will be bringing down majority of the lighting and signal poles along 4th street and repainting about a coating them to bring make them look like few of polls that are near b Street, which were down last year. And some of those some images of those repainted removed replanted. Also on first read, we will be continuing the conversion of the missing trash cans to the big belly style will be
changing out some of the tree wells. And then I wanted to highlight in particular the bicycle racks. If you walk up and down 4th street between be any street, you'll see 49 different bicycle racks of 7 different styles. Some of which are well used and some of which are not functional. And as you can see in that picture in the far right, we're going move every one of them and reorient repainted, reorient them so that it makes sense. These have all been piecemeal added over the years. There's plenty of bike parking location and the style doesn't really make sense anymore. So we're going to change that. Moving over to Comstock Mall, the parking division actually lead tree trimming and tree removal and there along with some mulching and the that green pathway insulation that you see on the slide we have the electrical division has changed some
pictures to increase lighting were also working with the owners of the previous Bank of America Building to use the lights off of that building that China quite a bit, both onto Comstock Mall and into the alley heading towards 3rd Street that those flights are privately owned. But we're working with that owner get those lights back on and get them upgraded and then again, we'll be adding additional trash cans in this area as well. And then one of the big ones we want to talk about was jg Economic Development has added a couple of new art installations have taken down the musical instruments that were previously there and will be relocating them. Their ideas really stemmed from the about something bigger here. And this is something that we could use feedback on. We have a plan now to restore the functionality of this fountain. The electrical
underneath needed to be completely replaced. This is not just a water project. This is a much broader project, but we have figured that out. And so that restoration is now underway. To do something with jg way, though, really requires a discussion about the trees that are there. There's a very large oak tree on the backside of jg way in a couple of redwood trees near the front of jg way near 4th street that really limit lighting even during the daytime really distract from the sideline looking through their it, frankly, sometimes isn't an appealing place to be because of the darkness and the inability to see through there. There's also murals on both sides have visibility issues as a result of both the trees and the lack of lighting. And then we've also seen a desire for there to be potential entertainment space, whether that's a small play
area or a small stage for things like busking or performances. But in those images on left, you see some of the art on the right. You see those redwood trees in the big oak tree near the back. We've talked about moving some of those existing lights moving, some of that curbing. I think that's all kind noodling around the edges without having a broader discussion about those trees, I know that trees are a hot topic in the city and especially downtown. However, you know, 100 year-old trees downtown, create any number of The trees closest to 4th street, those redwood trees. Restrictions are getting awfully close to the Russian River Brewing building screen right. And so that will probably be a discussion at some point whether we want to have that now or not. And then lastly, talked Juilliard Park so here's where we found a
replacement for a playground It's a beautiful park with lots of space to run around playground equipment doesn't really serve the needs of a very many people. Nor is it particularly aesthetic, pleasing. So we're going to replace this playground equipment with something a little bit more functional and a little bit more 2026, we also have a day he asked there on the screen left that gave him his team are looking into potential to activate some type of commercial use and that comes with its own challenges. And we'd be happy to answer any questions about that. And then we really want to make sure that the space gets connected better to the rest of downtown. So whether that's through some kind of definitely planning on the on the pavement to make sure that the recreational space are connected. >> Or just standard wayfinding
and maps. We want to make sure that people who downtown enjoying for a street courthouse square. 3rd Street understand that there is a park, you know, 3rd of a mile away that has more active space for playing for, for children, for children. Funding these different things. There's a number of different options, biggest of which is the park development impact fees for zone 3. Those can only be spent on parks in downtown zone, which includes courthouse square, jj way and really our parks. We have a significant funding source for those improvements. And then we have a number about a half dozen different source is also to draw from to make happen. So again, like gay mentioned, when we started, we will have a discussion about this hour found and contacts with the broader courthouse square master plan. And then I believe he'll also be bringing
say Sessions around broader downtown Byron c discussion, including the businesses and programming and the identity of downtown. That quick update. And when you have children that are enjoying the facilities right next to it, parents want. And that naturally got into coffee or snacks. So having some level of a commercial use their where we could partner with a private entity to provide that without creating a competing used to the surrounding businesses was discussed and it's an option. Obviously that would that would take some exploration. We'd have to understand the condition of the building and what that would look like in the cost. But really, what we're trying to do is brainstorming ideas on how we can create more vibrancy and what is really a beautiful park. Absolutely. >> And in. And see the only other thing.
>> Oh, I was just curious about Bike parking. There's a lot just curious about There's a lot of different. I do expect Reuters versions. And so you said you are looking to address that. I will thinking along that line. >> going to read them all out and they the same dollar and now stage them block by block so that they match one another so that instead of 7 different versions of style and color we get down to about 3 and a lot be either a dark gray or black. Any any there MAY be some some opportunity to share with them. The information making in this space. >> Yes, absolutely. Thank you, mayor. And one of the of the first concepts we discussed is how do we celebrate what it currently is send. But that is sort of recognizing our sister city and the partnership we have with our sister city to do those improvements. So when the first explored designs, those designs aligned around that concept of how do you
really celebrate that space there with imagery provided from Jay Ju much of what you see there is recognizing the Sonoma County and the j 2 side of change. You weigh in the partnership. So I think an important piece when we get into design and understanding really the campus that we're working with. And I think some of the feedback that we're really looking for, it's how far do we go through design as MR. Hennessy said in many situations, trees and other infrastructure become an impediment to that creativity. So really understanding the campus we're working with is important. And then once we do that, I believe the partnership with our sister city in trying to reestablish that and understand how they would want to participate in this concept is incredibly critical to create that community connection. >> Outstanding. And you have to put 2 words to these discussions to make them a realistic for the future. Those words are must and shell. Basically the talk about the years ago was it would be back quick. Because there was no such word as must and shall that has not
happened yet. If you get these types of design plans from these different folks, you need to have something that specifically states win. >> Where how >> must and shall so that we get these things done. The downtown task force from 1994. I still have the minutes that show we didn't even get have that stuff done. So I understand is not on you at all. So new folks here some new ideas. Maybe you can have that community conversation that the mare refers to frequently. Let's have a community conversation. You know, we could do it at the Open government task force meetings that a previously scheduled. But frequently council, maybe that's what you can do is have this be a part of open government to talk about how we're going to make the jade you way the best things in Sister City got going. That is how they could be a corporate in there expanding the range of of of the topics. But nonetheless, the one definitely relates to the other and guards are beautifying downtown Rosa. But I definitely love the way that we're incorporating our work and modernizing the walkways and also love the way that that incredible run that we say that we're moving the light on for street will be yes. I know that there's business owners are going to ecstatic to hear that as they stop me. Every time I walk by

much. I just want to report out that had a great time this last week at the Cal Cities annual conference. We a number executive team members join and got to experience not just a networking that occurs down there with other municipalities throughout the state. But we got to listen and learn with some of the activities that are going on down there such as Eye Director Osborne, I and I got to sit in session called revitalizing downtown's without was in the old town soul. That was really exciting. That by the city of Santa Barbara, we had clerk menace who went to campaign session and City Hall staying legal, ethical and out of trouble. So we a assistant city manager, Dominic Coaches, City be Nimble City be quick tools for attracting untrained, retaining businesses. So just to give you an example of some of the
things that your team went down and got to learn from some of our colleagues in Southern California. And that's it. We appreciate the opportunity to attend that event. Thank you. Recent we had a good contingent there. MADAM City attorney, what's what's what's on your report? Well, there are no settlements or judgments to report out for the month of AUGUST. They do have a litigation report as of SEPTEMBER. 3rd, 2026 are active. Caseload is 41 litigation matters. >> Trial dates assigned to 7 matters. 5 cases are currently on appeal following rulings in favor of the city at the trial court level. If anyone like a different additional information, we do have a copy of the litigation report attached to the agenda materials. And on a more personal note, I also attended the League of Cities and really appreciated the
opportunity to spend time with my colleagues and I found the courses to be very informational. And I again, appreciate being able to attend. Thank you, outstanding. Thank you both. But nonetheless, though, I want to buy everyone to a relief for DePaul event. Happening in Dardar, which is the restaurant that that took over the Mary's Pizza Shack and downtown Santa Rosa. It will be on OCTOBER. 1st, I hope that you can join me in plenty of others who are looking to continue to support for our brothers and sisters in need. And then a police community also want to invite you to barbecue on OCTOBER. 11th at the Sonoma County Fairgrounds. And this is an event that started 5 years ago at the me both their food park also passable road and now it
has grown about 200 people. And now it has grown into a multi 1000 amount of attendees to taste the barbecue flavors of you that will make equal. And in fact of this year, we expect to have the governor will visit Santa Rosa. OCTOBER. 11th, 5 o'clock at the Sonoma County Fairgrounds. I definitely hope to see you all there. In fact. Many of the plates and ingredients that were used at the other events that have attended or I want here because I want to be a surprise for you all when you show up and enjoy these tacos and the barbecue takes up to 2 days to prepare and its banana leaves in the ground. So you can just imagine the amount of love that has been put into this gastronomy. Last but not least actually the League California cities, what it would do. Fantastic opportunity for not only has to connect as as council members and
colleagues, but the amount of information that is shared from elected officials to elected officials. But I have to do my fellow residents of Santa Rosa that when I do attend these classes, it is. Comforting. It's beautiful is what it is. When I hear these classes speak of information that the city of Santa Rosa is already doing, how far we are when it comes to the way that we try to develop downtown the way that we're combating wildfires, the way that we're prepared, protecting our citizens weathers threw law enforcement community building social programs. It's it's almost as if our staff should be teaching these classes at Cal City. It's it's really, really. That's impressive. It's impressive what we're doing. Your city of Rosa. And I don't say because I'm a city I'm saying cause like it to compare their information to I see happening here in the city
of Santa Rosa. So know that that our staff are really working. Hard to make center is the best can be. And I'm very proud saying so lastly, most importantly of the day today, we're seeing today what community looks like when they feel that they do have a seat at the table and there is a plate of food for them at that table. I'm seeing. Great amount of. Our immigrant mothers and sisters showing up in voicing they're wants from their city representatives and their government. And that is through. A coach or not a culture, but a government that instills and wants instill fear and every residents of this country. And yet they're still want to stand up and make themselves scene at a city council meeting and that inspires me. So I know that outside the right now strategizing. 42 coming up with the best play. I mean, after football just start so
sorry for the reference. But sealer energy now spoken to before and it is through the mayor that I wish to ask our city manager if we can get an update on our current immigration policy here in the near future, I know it would not only be appreciated myself to show where we're at, but I know that they, too, would appreciate what where we're at in regards up laws and direction that we as city government arguing with them for the peace of of their mind and city manager, not one. To represent that of my community of of a country, which I believe is a 2 times in my entire life. But yet to be someone who looks like the commute that comes from those lands, the ball and America. Is such an honor for myself and it makes me what thankful that my parents taught Spanish so could actually give the people and 2 that I'm so received by community to be able to take such a distinguished honor. That's normally just reserved for the PRESIDENT Of the current PRESIDENT Of the country, whether in the matter what country in Latin America, but nonetheless keep the Lord the most famous one and a place on the Maikel by the Mexican PRESIDENT. That's
that's such an honor. Think reminder that just kind another big and great event for downtown Santa Rosa. Should an immigration staff member approached them for any reason. So we are working on those components and would be happy to come and give you a much more clear update at a future meeting so that, you know, exactly what we've been able to accomplish, what we've
put in place where we've posted it and and how we're going to implement certain activities moving forward. If I MAY, mayor, I did not expect such a quick at least a small update or many of been a call. It from our city manager, which I'm ever so thankful for, especially when people are coming here to hear what we're doing. And not only is he a cyclist, but he also lives in my district. I'm really excited about that. I >> Let's see. Attended as well as you Mayor. Also the state of the Latino community which is put on by lists and every
year reason I mention and I usually try to go every year, but there was a lot of really important data that they shared with us in terms of >> business. >> And entrepreneurship and of course, a I >> all in all in one morning. And so I'm hoping to share some of the data cause I think is really important. >> In particular, in terms of the Latino community and their impact on business, whether they start businesses are that they're working and businesses, all of that and how our community is that Councilmember Alvarez is demonstrating is becoming more and more more Latino. And so we really have to. Be ready for it. I mean, we're here are ready, but really engage the Latino community and all things business because we and I say this, you know, as a daughter of immigrants as well, we have a tradition of
entrepreneurship. We always have. That's why food trucks everywhere, restaurants. And so those things I think need to be acknowledged because as the numbers change, we know we're more than the majority and all the all of those grammar schools and everything. So that that. Data that they presented that is really Definitely want to get it to re-draw sworn and also to MR. Adair so that I can share with you. So I just wanted to mention that. And it was good meeting. And then the other thing. Was homeless coalition. Just want to talk about that for a minute because we've trying to get different grants that we normally get on a normal basis. But we're running into a lot of roadblocks I'll just say it with the federal government. And it's it's really, in my opinion, very sad that grants that we usually get renewed every year
not being renewed because they're being turned away and some programs, some vital programs are being dropped because of changes made by the current administration but one that came out we had in our last meeting, we had an in-person meeting which we've not since I've and on the coalition was the need and the changes in homelessness as you'll see the the numbers of homelessness spent right now currently have not really changed that much. But what we're seeing is more and more folks. And I just want word this correctly that either medically vulnerable. >> Or >> they're seniors. We're seeing more and more seniors becoming homeless. And and the problem is that, you know, if you're 80 years old and they did give us a really specific example and 80 year-old woman in one program who lost her home after being a special ed
teacher for like 30 plus years had been living in the same place and then her in this happens to a lot of folks, her landlord decided to sell the property and suddenly she's homeless. And the question is how do you you can't put an 80 year-old person to work at that point. So where did they go? And so that is one of the big problems that we're going to be running up against a more and more as these programs get closed. The fact of the matter is right now we don't have enough shelter beds. We just absolutely don't. So as people rotate out of programs like many programs are only allowed to be there 6 months, for example. Where do you go? And right now we're coming up against the winter months. Nino is in the news every other You know, and yes, we have warming centers, but those are all temporary. And so that is I think the really big concern right now at the
homeless coalition. And besides the fact that we're fighting to get these grants having to go back to court over and over again. So this is a real problem. And so don't mean to be a downer. But I just want to alert folks that, you know, we're trying to do the work. We really do want to and homelessness generational poverty and all of those things. We are very aware. These are things are going on, but we can't do it by ourselves. And so that is one of the things that were up again. So just wanted to share that and take advantage of the time little bit. But also it's a real problem. We really need low low. >> Income housing permanently supportive housing for folks. And that's one of the areas that's getting attacked by the administration. >> Why? I don't know. I really cannot figure it out. You know, I just don't understand.
>> The cruelty behind these policies. But that's what's happening. And so I think just want to make folks where I want counsel to be aware. One of the things that staff county staff wanted us to convey to our councils to all elected says this. This is our reality. We don't have enough beds. We don't have any place to send people. We're coming up on winter months. And it's it's only going to get worse as hr comes into effect. So that's my sorry. >> Thank you. Thank you very much. That's that's an important update. This man Willows if you wanted to and on a slightly more upbeat know, is worth mentioning how because of because of the efforts throughout the county and particularly in the city of Santa Rosa. Just Sonoma County's homelessness numbers are moving in a different direction. The state overall, we are not correlate with
rest. A state that you want to end on a slightly happier now. >> Yes, the net, the numbers seem to be stabilizing, if you And they haven't changed that much from the previous year. So that is the good news. I don't know >> but my concern is I think that's going to change. >> Several everyone's worried about that with hr one issues. Know you're correct. Correct to highlight It that the county can celebrate achievements over the last 10 plus years. We're down 50% 57%. In terms of point in time count homelessness number since 2011. So the investments of this community has made the work from from people like ms been wheels and others that had an impact. We just got to keep that momentum going. We were at the Sonoma County Library Foundation dinner on Sunday night where the library foundation is finishing up raising 3 million dollars to support the the Roseman
Regional Library. Thank On behalf of the city of Santa Rosa, thank you so much. Sonoma County Library in Sonoma County Library Foundation and all the donors who have made that possible, which is not only helping to build that much needed new library in community space in Roseland, which is part of a Hearn Avenue hob. That includes a new fire station to support Roseland. But that gift is also were cars also furnishing that library. So it's not just completing the building, but all the chairs they to some of the it equipment, all of that, all the interior furnishings that are gonna make that space a really vibrant space and much needed for the entire city as well as Roseland. So thank you again. Sonoma County Library Foundation. Some are some of you in this room were also at the flock camera meeting he was 10 days or so ago. That
was a robust conversation, as they say. And we had a couple 100 people involved both inside and outside the building. Thanks to all the residents who came in person. Thanks to all those who watched online as I think everyone is aware that the city and so many residents are paying close attention to that issue. So there will be many more conversations to come. But thank you all for those who attended that particular meeting. And then for my part, I'd like to end on happy note. So I'm going to think of the organizers of the Santa Rosa Merit Awards from this past Monday. We I think it was that the state was least a dozen people who've been volunteering at different at different organizations across our city, celebrating the work that all of our community volunteers do dine in particular. Some of those individuals that have just
gone above and beyond for organizations that really run the gamut of taking care of public space is working with schools, feeding kids breakfast. It was just a really remarkable range of volunteer activities. And we we had a packed house at the family Center to on to celebrate those individuals. And it's just always it's a it's a very, very simple celebration. But it's one more heart-warming night, heartwarming nights of the year in Santa Rosa. So thank you again to care and weeks Carolina spends and let's see John Sawyer. I forget who all that Grayson Graysville for today, whom I forgetting that. Diana test, Ian test rather. Yeah, there was an organizing committee thanks to all of them for making that possible. That's a great tradition. 44 years here in Santa Rosa, it was fun to be a part of. Which many of you probably never even paid attention to and might not care about. Roseland. Hasn't really expanded. The boundaries were set by the county of the Sonoma geographic people decades in decades ago. 1.2 square miles highway 101 on the West Community East. Stony point on the West Highway 12 on the top north and then the south is earned Avenue and another district that's been around just as long as the Bellevue District. And it's a really nice district. And they put Southwest Community Park out there to honor the people from Bellevue and Rosalynn together. How about we also work on making that park bigger by seen about an
agreement with the Bellevue School district to get the land. That's on Southton Road next to the park and the school that meadow and expand that Southwest Community Park and really honor the community, which is basically doing their best out there already as those interpreters that you talk about, it's the kind of thing that we could all make better. There's a it's having a premier and Sonoma a couple of days before that at this a bus and theater and then couple of days or a day after are showing at the junior college, it's going to go to well to International Film Festival. So it's outstanding film on what happened on the job or go to trail. >> and the. >> It's been quite a while since we had a large encampment there. I just want to comment that one of the reasons our count is probably lower than it used to be when we do, our pointed 9 count is that nobody wants to be in a group anymore because those
groups are swept rather. Thoroughly in our community. So people are hiding out. But there's still a lot of people that are unhoused and this film highlights them and mostly their humanity and the humanity of people who are serving them here in our community. can support the House community because it's like you said we're coming on winter. Warming centers are temporary and I often help community that do resource navigation and find where they can find housing and folks are getting kicked out of their homes for being, you know, trans queer, gay, lesbian. Some say, though, with the Sonoma County Sanctuary Coalition, we're very grateful to COUNCILMAN Eddie Alvarez for asking for an immigrant rights report. We are here today. As you can see, there are community members here to respectfully request that you amend your ordinance, which prohibits ice use of city property to include the points
of the sanctuary coalition's proposed amendments. Those points are as follows. There are 5 of them non collaboration between Santa Rosa employees and ice. That is the most important. Number 2, there must be protocols for city employees to know how to not collaborate with ice. Number 3 employees deserve training so that they understand how to implement than on collaboration, protocols. These of the ice number 4, we appreciate signage around the city regarding than on collaboration policy instituted in the ordinance. And finally, city contractors must also be covered by these rules. >> This issue is urgent. Please do not continue to We don't understand why this is taking you so long. Please, please amend the or original ordinance to include a non collaboration policy. Thank

We thought that we were going to have a robust process to amend the ordinance actually sure the city that you are in compliance with the requirements of sb 580. I thought that we were having good conversations, but we see that there is just more delay on your mind and not
transparency or any kind of community engagement. Last night in Petaluma we experienced a robust a model. What community engagement might look like because they actually incorporated amendments from community organizations and who knew what what migrant people in the community needed like the Rapid Response Network, phone number, which is now part of their resolution. In the county. That was off of the case. They incorporated it into their protocols. We need assurances that everything that people would be discussing here today, non-cooperation training protocols, contract, compliance. We need assurances that those will be included in Santa Rosa policy. And the way that we could do that is through public discussion. So we're very disappointed that you are being sneaky and not allow. Thank you, Linda.

Of trying to explain to us the reasons for flocks insulation, adoption continued use. It's my understanding that I think you guys going perhaps reviewer make a decision on flock cameras in 2027. It let you know a couple things. One I do
not here from a police chief cregan. Any real measurable goals. What are you trying to achieve with these cameras? I mean, I heard a recitation on the 12 murders that happen. Course, everyone's heinous. It's regrettable. My wife was standing next to me said I wonder why we lock the doors, you know, considering the size of the city and that. But it was just manipulative. Okay. You need to do a much better job of telling us what the goals of those systems are very quickly in 30 seconds and tightened what a lot of people are here for the potential for abuse of those systems is serious. I did not hear addressed. What I heard was trust me. And it's not personal. I don't know. Police chief Cregan. I don't know any of you personally, but the fact of the matter is I don't trust you. Immigrant Defense. In order for us to receive the full protection that we need under the law. We must first have good strong laws to protect us. That is why it is so important to amend the ordinance for non-cooperation with eyes. But the city Council passed last APRIL. In order to make this law stronger and to provide the most protection possible for those in danger of the being detained by ice. We need you to pass amendments in all 5 of the following areas. First non-cooperation with ice. Second more in-depth training for city employees. 3rd city protocols that clearly explain the non-cooperation policies. 4th identifying both public and private spaces. Contract compliance. So that subcontractors have to follow the same rules and city standards. As you all do. Ice is here in Santa Rosa arresting members of our
community. And we all need to stand together in opposition. To the brutal and inhumane actions of immigration and Customs Enforcement under the direction of the Department of Homeland Security. On APRIL 16 2024 City Council approved a bond approved the bond issuance in an aggregate amount. Aggregate principal amount of 20 million for the project. The prior approval expires after one year. But due to delays, the on the sponsor's control and need for the extension to close on the conversion of the permanent financing. This triggers a technical Reissue Inc that requires a new, tougher public hearing. The project is an existing affordable housing development for seniors
located at 1945 long drive in Northeast Santa that was originally constructed in 1983. It is conveniently located adjacent to the Flamingo Resort Hotel and the Flamingo one-stop shopping center, which includes a grocery store restaurants, drugstore into being all within walking distance from the project site. The project consists of 49 units including 12 studios. 36 one-bedroom units and 1, 2 bedroom managers unit this project provides deeply affordable housing in Santa Rosa for seniors targeted to households with incomes up to 50% of area median income. The housing and Community Services Department recommends that the council one conduct a public hearing under the requirements of the tax equity and Fiscal Responsibility Act. The internal revenue code of 1986 and California government Code Section 6, 5, 0, 0, and to buy
resolution approved the re issuance of tax exempt revenue bonds by the California Municipal Finance Authority. So we have surplus property and we are analyzing the garage capacity in relation to those surpluses. We attempt to achieve generally an 85% occupancy so what that includes is trips going in and out that are just regular business includes permits for both residential and commercial uses. The commercial uses are typically employees. Oftentimes those permits offset meeting residential is using the garage at night commercials using it during the day. So there are certain circumstances where you can use the same space. The 85% occupancy give some padding in the event that economic vibrancy increases in the in and out is becoming more important because we need that
for economic development measures when it comes to the permit allocation, what we really looked at, that we are generally around 50% occupancy in our garages at this point in time. So one more programming, the 85%. We generally look around 60% to be the permit allocation. Most of those are the commercial we're seeing more residential demand. But what the team is actually analyzing now is because we are seeing an uptick in tourism and the downtown. Those are often individuals and vehicles that are using it not for the permitting process. When we see a large event in the square that generates an occupancy of 10,000 people, there is a need for those spaces. So were cautiously moving into the because as you see the action tonight, the permitting oftentimes as for a lengthy period of time for residential and I can lock
those spaces up. So we really want to share from an economic vibrancy standpoint that those exists or hypersensitive about that. But hopefully that helps explain the mathematical calculation on how the team starts looking at those parking spaces and allocating it to really the 3 uses permitting types. Instead of being commercial use. This was first mentioned decades ago. What Mayor Condron Airbender and others we're allowing these changes. We're like, no, you need those houses. And then stop tearing down houses. The city Santa Rosa use taxpayers money to purchase thousands and then destroys It could be something where you move them in the past. The city did do that. That's why there's a house and hours Park still moved from over on Ridgeway when the freeway was built and just my volunteering around here, dozens of houses have been torn down. Roseland. The most recent one is to the south in Bellevue, along and Bellevue Road there and Belleview Avenue. And call.

>> I appreciate the legislative effort around ensuring that municipalities, including Santa Rosa are able to recover after utility cause fires. It was a few months ago that I sent a letter for our support for ab 2700 to Mayor staff and Vice Mayor Okrepkie to solicit support from the city on ab 2700. That is a bipartisan. Bill that has worked its way through 9 votes through the Legislature. All unanimous. All bipartisan and now sits on the governor's desk to be signed into law or become law by midnight tomorrow. I would just urge the city council, as you think about. Municipalities recovering. You're also thinking about your residents and how they're recovering as many of, you know, Pg e wildfire survivors from 2017 are still 30% short. This bill would set a path for them to get fully recovered for their losses. And would set a
precedent for future wildfire. Survivors. That wildfire survivor restitution needs to come first. I understand it's very hard to push back against the utilities and specifically Pg e around these types of issues. But I would just urge the city Council to please step forward and continue to show leadership around these issues so that we have a path towards full restitution thank you very much. >> thank you very much for your work on those issues. where we are making a difference. We are trying to get the signatures ready for the effort for the Pomona Park and preserve naming of that area. I was recently looking through the Southwest area plan which pointed out there was an 18, 60 cemetery at the addresses of 13, 60 in 1400 Burbank Avenue, 1400 Burbank Avenue was the first property purchased the ag and Open Space District. 15 years ago and then donated to the city. No one's been looking back about that cemetery that was out there. We believe there were also a native remains. The idea of just for getting our history is not how we are in Roseland. We're going to stay on it. We're going to keep trying to get this all taking care of. So we'll have Como Park and preserve. Right there. The whole 19 and a half acres will be cleaner. And many of you have received e-mails from myself and from other members of the public asking you to participate in the National Week without driving event. That's coming up. OCTOBER 1st. This is an event that asks elected leaders to go a week without driving. So they understand the limitations of the infrastructure in their community and hope they can then work to rectify that. I understand that some of you are considering doing the week with that driving. I wanted to clarify a couple of things. If we live in Summit County where our transit and bike infrastructure isn't fantastic. As much as we're trying hard to make it better. So we do understand that it's not necessarily possible for each of you to go a whole week
without driving. That also means that your constituents who don't have a car are facing all those limitations you're thinking about as you consider, why can't get my kids to their soccer game or I can't get to that. Doctor appointment. So whatever it is, that is the barrier that you're considering. That is what your constituents deal with on a daily basis. And we're hoping that we can move forward as community to solve those. So if you are considering doing this and I do urge you to do so. We are fine. After a close examination of Google satellite maps, I have found no drive-thru restaurants within the city of Santa Rosa that are located in on or utilized a residential neighborhood street. None. I put my personal home life on hold for the last 9 months in order to inform my neighbors. Do research and prepare the petition, which is in front in the form of a comprehensive detailed report.
