proclamation. So good afternoon, mayor and council, I'm racially deputy director transit on behalf of the staff of Santa Rosa City bus and Santa Rosa paratransit. I'd like to thank the Council for this Proclamation for National Transit Month and for recognizing Public Transit as an essential component of the infrastructure of mobility and equity in Santa Rosa and beyond. A few years ago, one of our longtime bus operators coined a motto for city bus moving lives forward. It's on the buttons that I think you all have in front of you right now. It's a deceptively simple motto that reflects the deep impact access to public transit has on individuals and communities. Public transit is for everyone and whether it's providing access to education, employment, health care, shopping, recreation or any other opportunity. Our transit and paratransit services make
it possible for all of us to move our lives forward. This is a mission the dedicated staff of center is a city bus in Santa Rosa. Paratransit take to heart and deliver on 7 days a week in the field every day delivering service to the public are bus and paratransit operators, customer service, staff and field supervisors supported by our fleet maintenance teams and the bus service workers who fuel in cleaner buses overnight in the office. We have staff providing technology support, planning and scheduling services, managing our finances and providing the administrative support required to keep everything moving smoothly. We have several representatives of the city bus in Santa Rosa. Paratransit teams here today. And Luis Rivera, a longtime city bus operator and chief steward of seiu Unit 8. We'll accept this proclamation on
behalf of our team. Thank you again for your support and recognition of National Transit Month during transit month, we encourage everyone to come out and take a ride on city bus or one of our partner transit agencies to discover where public transit can take you. So it's to be a great thing that is happening right and for those of you who've never ridden the bus before the amount of technology that's been implemented into the system is jaw dropping from the 4, 1, 4, 1, 1, that you can put into your text and the bus number to receive a very, very accurate time when that bus is going to be traveling through your through your bus station, 2 of apps on your phone, which really helps you travel throughout. It really map your route throughout the city of Santa Rosa, its exceptional level service Councilmember Rogers, when we're first things that we did, we were elected back in 2020. We'll show up early in the Dawn morning and get a taste of what it takes to keep these buses clean. Watching

But for right now, it's just a big thumbs up for snow, murder and rapid transit and connectivity with bus system there's maybe some room for improvements in some of them. Corridors, for example, Rohnert Park. It drops you off. You're city hall in Rohnert Park. But it's sort of. Difficult to access some of the m Connection points with the county buses. Really, it's it's really a going in the right direction. And public transit definitely appreciated. If you don't public transit. And you know, I to walk there or takes a lot longer it also adds to the safety, the community, transportation system thanks a lot during a really good job for right now that got things. >> Thank you, Stephen.

annual celebration of our creeks watersheds in the ocean. And whereas the 238 creeks and approximately 360,000 residents of the Russian River watershed are connected and mutually support. Each other, making the Russian river and its tributaries important resources to the people of Sonoma and Mendocino counties. And we're at pollution in the form of trash and debris. Chemicals nutrients and sediment degrade the quality of life in the quality of resources within the Russian River watershed. Whereas the city of Santa Rosa strives to protect our lands and waterways through ongoing pollution prevention outreach to raise awareness of the harmful effects of pollutants. Natural systems now, therefore, maybe resolve that. Our mayor marks that. On behalf of the entire city Council recognizes SEPTEMBER
19 through SEPTEMBER, 25th 2026 as Creek Week in the city of Santa Rosa and ask all members of our community to protect our watershed health by participating in Creek week. week this year. To kick We Creek Week often celebrate California's coastal cleanup day. We will be hosting a creek to coast cleanup along the Prince Memorial Greenway on Saturday, SEPTEMBER 19. This year is particularly special as the commission is celebrating 50 years of the California Coastal Act, which was adopted in 1976. Please come bollen tear to help make the Prince Memorial Greenway a clean and welcoming space for all. On Sunday. SEPTEMBER 20th, our staff will lead a guided nature walk along Santa Rosa Creek. The city of Santa Rosa was recently honored with the Sonoma County Bicycle Coalition's 2026. Bike Infrastructure Project of the Year. As most of us, I came here to build a life, a future with my family. It's caused me to think a lot about the future about the world will be building for our children. I want that world to be one where we trust one another. A world where newcomers to the community are greeted with open arms and kindness. Flock is not that. Or we can spend our money. Uniting our community and building and it it into something for everyone to trust an we instead send it to unproven tech oligarchs to invade and spy on our communities. That spying is not without consequence. When the federal invaders arrive to
terrorize Minnesota in the name of scams, lawlessness and racism. That very network was used to trap and kidnap our neighbors. As we know, our children will look back on this moment with revulsion nauseated by the cowardice that led us to turn our guns n word nauseated by the squandering of our national resources to build the data centers and surveillance infrastructure, a monument to fear, voyeurism and illusion. We must not forget this is much bigger than a few cameras spying creepily on civilians. The surveillance state cannot exist without data centers. So what exactly do they do or they helped to make our city look beautiful. It's dangerous work. Let me tell ya so we had to block off the road in the middle of the median. We have to do that ahead of time because we had to notify all the drivers and the public that it was going to be blocked off. So we have to do that. And then we had to go do something else which involved a lot pulling an wood chipper ing that they would not allow me to do because I was not approved to do so. So I had to pick up trash we did a lot. Mayor, I'll just say we did a lot and I did not go to the gym yesterday morning. But when I got home, I was tired. So I know that they do a lot.

And I also want to tell all the drivers out there that when you see our workers >> that are doing that that are trying to beautify the city. I'm asking you. witnessed a vehicle traveling at a high rate of speed striking multiple parked cars before leaving the roadway in entering a nearby pond. Recognizing the immediate danger to human life, MR. Garner. Acted without hesitation, leaving his personal belongings behind he ran toward the scene. Enter the water as the vehicle began to submerge. He swam to the vehicle located the driver, assisted her to safety and brought her back to shore. That was one I was like, oh, our staff are amazing one incident, right? But they're amazing. That's amazing. He saved a life. No, that's not it. I will continue an 8/19/2026. MISTER Garner. The same person was cleaning the decorative found that Comstock Mall when he heard a loud commotion nearby. Looking toward the disturbance he saw 2 men attacking another man who was lying on the ground.
One of the assailants was repeatedly stabbing the guy that was lying on the ground, MR. Garner courageously ran towards the scene and attempted to distract the attackers in an effort to protect the victim. The assailant, armed with a knife charge at MISTER Garner before turning back and stabbing the victim again. Both assailants fled the area, MR. Garner immediately call 9-1-1, and provided. Responding. Officers with detailed information about the attack. The police were able to fine the people that attacked the gentleman that was on the ground. So I was like, wow, that's amazing. Here they go again. They're doing so much Mayor. You gave me 20 minutes and I'm not done so I'm happy we have this time on AUGUST. 21st 2026 parks maintenance employee and Edward One drey in Moses just sent over. Mayor is I know I just butchered some names.
We're returning to the maintenance shed at a place to play when they heard calls for help coming from a nearby pond. They immediately responded and found an adult woman struggling to remain above water while holding a 3 year-old child head above the water line. These are the stories that we do not talk about. And this is really scary because this could have been in the press Democrat, but had totally different outcome if it weren't for our staff. MR. W# # # , great position himself along the ponds embankment in lifted the child to safety, MR. Just in Aires and immediately took care of the child while MR. Assisted the woman out of the water because of their coordinated and immediate response. Both the woman and child were safely rescued and
able to leave the area without further assistance. These are the stories that we don't tell our staff go above and beyond. Not only do they provide a beautiful place for us to live and in a place for us to recreate. But when they see something wrong, they do something about it. So MR. Garner and MISTER And MISTER Just sent over. Mayor is demonstrated extraordinary courage. Sound judgment in genuine concern for the lives of our community members through their swift, decisive action and willingness to intervene. They prevented what could have resulted in a tragic loss of several lives. Their actions exemplify the highest standards of public service and reflect great credit upon themselves. I would like to thank those staff, but I would also like to thank all the staff that we have that go above and beyond that constantly do what they
need to do to keep our public safe. And mayor, I did not use my whole 20 minutes, but thank you so much for allowing me to share that and thank the staff. Truly thank the staff because this could have had a different outcome. Thank you, Mayor. But I just wanted to let the public know because we don't get much public involvement. Our feedback and would love to see you all come out. If you're interested in violence prevention, particularly with youth. So thank you. Thank you for that. And MISS Fleming, did you did you have anything? Nothing. Nothing reforming. All right. I can. I can use up a little bit of time. >> So in in no particular order here, I wanted I wanted to celebrate the fact that the city of Santa Rosa was helpful statewide in getting a
correction to a law that affected how goat herders were paid. Many of you have noticed that we've got and we have it. We have I go. Herds sheep, herds in the city to do vegetation management in our parks and open spaces. There was a loophole in the state law that was threatening the viability of There would some of the some of the wage issues with respect to go to hurting. We're going to be negatively compromise and that can become financially infeasible to do animal vegetation management, which would have been sad for for all of us here in the city. But I want I want to say thank you to Chris Rogers Chris Rogers, former Mayor Chris Rogers and Senator Chris Cub all done. There are 2 of our state colleagues, North Bay colleagues. He jumped in and made a fix. So rest assured we do have goats and sheep in our park in the years to come. I want to thank
everybody in the city team with the center is a marathon possible on AUGUST 24th. We had an how many thousands of people downtown states, a packed event and again, city staff and and especially the srp were very work very closely with the marathon team. And I'm also pleased to say that both Chief Korean I broke 2 hours and a half marathon. So it was a successful day. We brought back all of the former mayors who are free a few weeks ago to a former mayors luncheon. And that was delightful to see mayors to go back as far from the Mid 70's to come together and talk about city policy and talk about and talk about their experiences. Thank you again to this our community engagement team Danaher to and others for arranging a district 2, 3 town hall MR. Donovan, I spoke together to a number of r r residents here in the city about all the
issues expect our roads, public safety flock cameras, pick your issue. It was it was a robust hour and a half long discussion. Thanks to all those in the community who came out as most of the city team who organized that our our city manager and city manager not forgot one big award from his from his last. So in addition to the city of Santa Rosa being better than Rohnert Park in terms of our public transit and public transit connections. We're also for the second straight year named the most business friendly in Sonoma County. A title that had traditionally been held Runner Park but is no longer multiple years in a row that we as Santa Rosa has owned that award and that will continue. Thank you so much, North Bay Biz for making that possible on the 10th. We have the Russian River Watershed Association, association meeting. Big news out of that
meeting was that the thanks to the Board of Supervisors, we're looking to consolidate regarding how we manage the Russian rocket Russian River. Russian River watershed. Right now. It's a collection of government entities and nonprofits. All well intentioned but not as tightly coordinated or as efficient as it might be. And there are. There's now an intend and funds available to perhaps bring in creating a new organization, probably a gpa of some kind to better manage the watershed better allocate resources. And so we had initial discussion at the Russian River Watershed Association board meeting about that. And that's going that's going continue be interesting in the months to come. And then that evening there was a meeting of the mayor and council Mayors and Councilmembers Association board meeting where we have a
presentation on smart ctca where Councilmember Fleming, her praises worsen quite a bit. James Cameron, he went into great detail about all the work funding is done to bring funds and direction into public transit in our area. Thank you very much. Councilmember Fleming. And then just on a more general note, the last couple of weeks have seen a number of really great ribbon cuttings, more openings here in the county just in no particular order. We had a groundbreaking at the Children's Museum. We had a ribbon cutting at the Rosemont and and Rose an elementary school that both missed bin. We listen. I tendon we had it. We had a tour of the cast of Catholic Charities, New Youth Shelter, which you can be providing how it's I think it's a plus beds desperately need in our community for for youth that don't have have a place to go. And then there's
we had the opening for the gala her company's sparrow. So when it's over, Libya, liver living center on dual drive, which is going just under 40 bags 4 men, including men with who are responsible for children to have a safe place to safe place to stay as they continue their recovery. So it continues a larger trend in our community a building and of economic development providing resources for residents. It's been it's been a great few weeks and then in in conclusion, I'm tempted to make this into a full filibuster seeing as I only have 10 minutes to go. And then finally, least from from my part. This past Saturday, we have the latest iteration of the Vince Harper in Martin Luther King Park. I'm standing before you tonight on our ancestral lands to address a critical housing equity gap and are sitting one that directly impacts local renters medical patients and working families while commercial
cannabis is legal in our sand in Santa Rosa, our current local ordinances, including Chapter 9.20, smoking regulations. The renters and medical patients with virtually no safe legal or dignified place to use their medicine, homeowners are granted the private right to consume while renters face, eviction or fines for doing the exact same thing community safety and equity mean ensuring that every resident, regardless of whether they own their or rent their home has access to safe, legal and protect the spaces. The on closing this equity gap this moment presents a creative relative revenue-generating opportunity designed to satisfy both private rights and public concerns by modernizing our local policies and sensible regulations. Our city can generate. I don't Cult tax revenue in fees to help remedy Santa Rosa's,
current fiscal deficit while simultaneously providing immediate funding are really far fire and emergency safety services. We cannot have safe cannabis without fire and safety services. Part of me. Bridging this equity gap protects tenants, housing, you security ensures medical access and addresses neighborhood in family concerns 3 structure, honesty and respect in closing real solutions require bold leadership and true collaboration. The challenges facing Santa Rosa from fiscal constraints and fire safety needs to housing. I'm sorry for fiscal constraints and fire and safety needs to housing equity for renters. And medical patients cannot be solved in isolation. I stand before you ready to work. I invite the mayor, Vice mayor council members and city staff to sit down with me in our community advocates to

implementation of ai within these cameras. So many looking forward to the will be having on Thursday with the police department to get better transparency and understanding of why we have this technology in our community. Got ongoing researching new information every day is coming out. And at what struck me was all the concerns of the committee members who are here this afternoon and how they're feeling impacted by the presence of all these cameras. So I would encourage you to also meet with opd. Hear what they've been hearing from the community because it in a lot of people cannot stay on of people left. But it really alarmed me. How is impacting people. What also was alarming was information of the discrepancy between what's been put out in public by this are I mean, the Santa Rosa Police Department and then what's actually been being obtained from Public Records Act requests. And so, you
know, there's not enough time to go through it all. But there's a lot of distribute information there about those differences and even the inconsistencies between how public record x requests are being responded to or similar requests for information are similar time frame. That time frames are very different. And who's getting access to information? There's just a number of sexual adventure alarming. That's of information there that causes great concern. I mean, it all does point to we really do need to cancel the flock on track to not renew in JANUARY. And we really do need in the surveillance ordinance in place with strong protections before we do any contracting was anymore surveillance companies. So just encourage you to take a deeper look at some of the strong evidence and information that's coming out to help inform your

and law enforcement can obtain location data from cell phones. So any additional monitoring is intrusive and unnecessary. Why on Earth should the taxpayer foot the bill to implement a surveillance system that violates our 4th Amendment right to a reasonable expectation of privacy. Even while in public. The great Supreme Court Justice Louis Brandeis wrote every unjustifiable intrusion by the government upon the privacy of the individual with whatever the means employed must be deemed a violation of the 4th Amendment. The flock surveillance system is not in accordance with the values and ideals of America as envisioned by our founding fathers. Our constitutional rights are under saleable and non-negotiable. Secure the blessings of liberty. It says in the Constitution. In other words, guard and value your

If Srp these retention policy is 30 days. Why do I see municipalities accessing our cameras as far back as 2024 acquiring best bass as far back as 2020. Why do I see municipalities searching our cameras for the year 2036? Is that like a typo? And if their time foes, why are they being caught? Why icu reasons such as identification? Illegal
Parker. Low cow. Officer safety. Patrol test sales as reasons that these audit logs were accessed. Why do time see? No reason listed whatsoever. We've been reassured that that is not srp policy and the policy is being followed. Why is it that when I look at the portal? I can see that as of today, there are supposedly 774 searches. And u n. 500 or excuse me 5 over 5,000 a month on average. That doesn't seem right to me. Why do I seen a grant? That's a good question. Why do I see so many different agencies accessing our camera when the portal has been updated to say that we're only sharing with in Sonoma County.
