6.1General BusinessWATER AND RECYCLED WATER SUPPLY UPDATE Staff will update the Board on water and recycled water supply issues. The Board may discuss this item and give direction to staff.

Staff will brief the board on current water and recycled water supply conditions in Santa Rosa and answer questions about potential challenges or opportunities.

6.2General BusinessEFFICIENT FIXTURES DIRECT INSTALLATION PROGRAM UPDATE The Efficient Fixtures Direct Installation Program (Program) is a free program for eligible Santa Rosa Water customers that replaces up to two toilets, showerheads, and aerators with high efficiency versions. Water Use Efficiency staff will update the Board on the closeout of the Program and anticipated water savings. The Board may discuss this item and give direction to staff.

The board will hear about results from the free toilet and fixture replacement program for eligible Santa Rosa Water customers, including how much water the program is expected to save.

8.1General BusinessREPORT - CLEAN WATER STATE REVOLVING FUND APPLICATION AND WATER INFRASTRUCTURE FINANCE AND INNOVATION ACT LETTER OF INTEREST AND LOAN APPLICATION FOR THE FULTON ROAD SEWER LIFT STATION RELOCATION PROJECT BACKGROUND: This proposed action will recommend that City Council authorize the submission of a Clean Water State Revolving Fund Application to the State Water Resources Control Board and a Letter of Interest and Application to the Environmental Protection Agency for a Water Infrastructure Finance and Innovation Act loan to fund the Fulton Road Sewer Lift Station Relocation Project. RECOMMENDATION: It is recommended by Santa Rosa Water that the Board of Public Utilities, by motion, recommend that the City Council authorize the submission of a Financial Assistance Application to the State Water Resources Control Board for Clean Water State Revolving Fund financing and a Letter of Interest and loan application to the U.S. Environmental Protection Agency for Water Infrastructure Finance and Innovation Act financing; and authorize the City Manager or designee to represent the City in connection with the financing agreements, including taking all actions necessary to execute and administer the agreements and any amendments thereto.

The board will recommend that the City Council apply for state and federal loans to fund the relocation of a sewer lift station on Fulton Road, and authorize the City Manager to manage those loan agreements.

Santa Rosa Water is seeking Board authorization to apply for two federal and state loans totaling $35 million to fund the $35 million Fulton Road Sewer Lift Station Relocation Project: a $17.15 million Water Infrastructure Finance and Innovation Act loan from the EPA and a $17.85 million Clean Water State Revolving Fund loan from the State Water Resources Control Board. The existing lift station has reached the end of its service life and relocation will improve pumping efficiency by 30 percent, reduce the risk of sewer overflows and emergency repairs, and enhance system resilience during extreme events like wildfires and storms. Both loans offer below-market interest rates and extended repayment periods of up to 30-35 years, with debt service to be covered by the Local Wastewater Fund rather than the General Fund.

The Board of Public Utilities is being asked to recommend that the City Council approve updates to the Santa Rosa Plain Groundwater Sustainability Agency's governing agreement, which manages groundwater in the Santa Rosa Plain subbasin under state law. The amendments streamline operations and governance by allowing agencies to appoint a second alternate director, giving the agency board flexibility to approve minor administrative changes without requiring unanimous member approval, removing certain voting requirements for contracts with member agencies, and adjusting budget approval timing. Santa Rosa Water is asking the Board of Public Utilities to increase tipping fees for the Trucked Waste Program, with new rates taking effect October 19, 2026, followed by scheduled annual adjustments through 2030. The fee increases are based on a 2022 consultant study that analyzed the actual costs to operate and administer the program, ensuring that waste haulers pay the true cost of the service rather than spreading those expenses across all ratepayers. The Board of Public Utilities is being asked to recommend that City Council approve $2,683,593 in state grant funding to consolidate the Park Royal Mutual Water Company's small private water system with Santa Rosa's public water system. The consolidation is necessary because the private system's groundwater wells have arsenic levels exceeding state safety limits, and connecting these 27 households to city water will provide compliant, safe drinking water. The entire project cost is covered by the state grant with no impact to the city's general or water funds.
