8.1General BusinessMOTION - APPOINTMENT OF AD HOC COMMITTEE MEMBER FOR HUD-VASH PROGRAM RECOMMENDATION: The Housing and Community Services Department recommends that the Housing Authority, by motion, select one Commissioner to join the Ad Hoc Committee to review the Veterans
The Housing Authority will appoint a commissioner to serve on a committee that will make recommendations about the HUD-VASH program, which helps veterans access housing vouchers.

12.1General BusinessREPORT - CONDITIONALLY APPROVING AN EXTENSION FOR THE MATURING LOAN AND REGULATORY AGREEMENT FOR KAY MAR MOBILEHOME PARK - 515 WEST COLLEGE AVENUE. BACKGROUND: Kay Mar Mobilehome Park is comprised of 33 individually owned mobilehomes for households 55 years and older, located at 515 West College Avenue. The Housing Authority has a loan on the property, in the principal amount of $172,250, maturing on October 18, 2026, and a Regulatory Agreement securing affordability, expiring on October 22, 2026. The owner, Kay Mar Inc., is unable to repay the loan at maturity and has requested a 15-year extension through October 18, 2041. The Housing Authority is considering whether to extend the city's loan to Kay Mar Mobilehome Park (a 33-unit housing community for seniors at 515 West College Avenue) by 15 years, since the current loan matures in October 2026 and the owner cannot repay it.
12.2General BusinessREPORT - APPROVING A CONDITIONAL COMMITMENT OF REHABILITATION FUNDS FOR STONY POINT COMMONS LOCATED AT 2643 STONY POINT ROAD. BACKGROUND: Community Support Network (CSN), a local non-profit, submitted an emergency request for rehabilitation funding in the amount of $154,000 to address fire sprinkler and restroom repairs at Stony Point Commons. Staff is recommending the Housing Authority approve a conditional commitment of up to $177,000 to provide contingency funds for additional needs that may occur during the repairs. RECOMMENDATION: The Housing and Community Services Department recommends that the Housing Authority, by resolution, approve a conditional commitment of rehabilitation funds for emergency fire sprinkler and restroom repairs in an amount up to $177,000 to Community Support Network for Stony Point Commons, a 16-unit single room occupancy (SRO) facility for individuals with behavioral health needs located at 2643 Stony Point Road and extend the term of the Housing Authority’s loans by ten (10) years from March 28, 2032 to March 28, 2042.
The Housing Authority will decide whether to provide up to $177,000 in emergency rehabilitation funding to Community Support Network for fire sprinkler and restroom repairs at Stony Point Commons, a 16-unit housing facility for people with behavioral health needs.

The Housing Authority will consider updating policies for the Housing Choice Voucher Program (which helps low-income residents afford rent) to reduce costs and address budget shortfalls.
