2ProceduralREMOTE PARTICIPATION UNDER THE BROWN ACT (Gov. Code § 54953) This time is reserved for any Council Member to announce remote participation under the "Just Cause" provision of Government Code Section 54953.8.
Council members may announce if they are participating remotely from home due to hardship or other qualifying reasons under state law.

5ProceduralANNOUNCEMENT OF ROLL CALL (IF NEEDED)
If needed, the council clerk will take another roll call of council members present at the meeting.
6ProceduralREPORT, IF ANY, ON STUDY AND CLOSED SESSIONS
The council will report back on any discussions or decisions made during private closed sessions held earlier in the meeting.
7ProceduralPROCLAMATIONS/PRESENTATIONS 7.1 PROCLAMATION - NATIONAL TRANSIT MONTH
The city will issue a proclamation recognizing National Transit Month to honor public transportation and encourage its use.
8ProceduralSTAFF BRIEFINGS This time is reserved for City staff to provide a five-minute briefing to the Council on departmental issues of interest. Council will take no action on these matters except to possibly place a particular item on a future agenda for Council consideration. 8.1 COMMUNITY EMPOWERMENT PLAN UPDATE This is a standing item on the agenda. Council will take no action except for possible direction to staff. This item has no impact on current fiscal year budget.
City staff will give a brief update on the Community Empowerment Plan; the council may ask questions or direct staff to explore topics further, but will not vote on anything.
9ProceduralCITY MANAGER’S/CITY ATTORNEY’S REPORTS
The city manager and city attorney may provide reports or updates on matters within their departments.
10ProceduralSTATEMENTS OF ABSTENTION/RECUSAL BY COUNCIL MEMBERS
Council members must publicly state if they have a conflict of interest or personal reason to sit out a vote on any agenda item.

Council members will report on their activities with various regional boards and committees, including transportation, water, and agricultural preservation organizations.

The council will review and vote to approve the written minutes from the August 18, 2026 special meeting.
13ProceduralCONSENT ITEMS 13.1 MOTION - FIRST AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT NUMBER F003242 WITH BEST BEST & KRIEGER LLP
The council will vote to amend a legal services contract with Best Best & Krieger LLP, a law firm that works for the city.
14ProceduralPUBLIC COMMENT ON NON-AGENDA MATTERS This is the time when any person may address the Council on matters not listed on this agenda, but which are within the subject matter jurisdiction of the Council. This public comment period will begin no earlier than 5:00 p.m. and will be limited to twelve speakers selected randomly by the City Clerk. At no time will the public comment time be set at more than three minutes per speaker or less than one minute per speaker. Speakers who do not have an opportunity to speak during this time will be allowed to make public comment under Agenda Item 18.
Residents can speak for up to three minutes on any city matter not listed on the agenda; the city clerk will randomly select up to 12 speakers, with time starting at 5 p.m. or later.
15ProceduralREPORT ITEMS - NONE.

16ProceduralPUBLIC HEARINGS - NONE. Public Hearing matters will begin no earlier than 5:00 p.m. or as soon thereafter as the matters are reached on the agenda.
No formal public hearings are scheduled for this meeting (public hearings typically occur when the city needs to hear testimony before making decisions on specific projects or proposals).
17ProceduralWRITTEN COMMUNICATIONS 17.1 LEGISLATIVE UPDATE
The council will receive an update on bills being debated in the California state legislature that may affect Santa Rosa.
18ProceduralPUBLIC COMMENT ON NON-AGENDA MATTERS This is the time when any person may address the Council on matters not listed on this agenda, but which are within the subject matter jurisdiction of the Council and not able to speak under Agenda Item 14. At no time will the public comment time be set at more than three minutes per speaker or less than one minute per speaker.
Additional time for residents who did not get to speak earlier to address the council on any city matter not on the agenda; speakers are limited to three minutes each.
19ProceduralANNOUNCEMENT OF CONTINUED CLOSED SESSION ITEMS, RECESS TO CLOSED SESSION IN THE MAYOR’S CONFERENCE ROOM, RECONVENE TO OPEN SESSION, AND ANNOUNCEMENTS [IF NEEDED]
If needed, the council will return to closed session to continue private discussions, then reconvene in open session to announce any decisions made.
