This public comment period will begin no earlier than 5:00 p.m. and will be limited to twelve speakers selected randomly by the City Clerk. At
Residents can speak to the council about any topic within the city's authority that is not on this agenda; up to 12 speakers will be selected randomly.
18ProceduralPUBLIC COMMENT ON NON-AGENDA MATTERS This is the time when any person may address the Council on matters not listed on this agenda, but which are within the subject matter jurisdiction of the Council and not able to speak under Agenda Item 14. At no time will the public comment time be set at more than three minutes per speaker or less than one minute per speaker.
Residents who did not speak during the earlier public comment period can address the council about topics not on the agenda.

7General BusinessPROCLAMATIONS/PRESENTATIONS 7.1 PROCLAMATION - OCTOBER IS DOMESTIC VIOLENCE
The council will recognize October as Domestic Violence Awareness Month with a proclamation.
8General BusinessSTAFF BRIEFINGS This time is reserved for City staff to provide a five-minute briefing to the Council on departmental issues of interest. Council will take no action on these matters except to possibly place a particular item on a future agenda for Council consideration. 8.1 RECEIVE AN ECONOMIC DEVELOPMENT STRATEGIC PLAN UPDATE AND A PRESENTATION ON THE CURRENT STATE OF THE SANTA ROSA ECONOMY Economic Development staff will provide an update on the Economic Development Strategic Plan and will also introduce Dr. Robert Eyler from Sonoma State University to present on the current state of Santa Rosa’s economy. Council will take no action except for possible direction to staff and Dr. Robert Eyler.
City staff will give a brief update on the Economic Development Strategic Plan, and a Sonoma State University professor will present information about Santa Rosa's current economic conditions.

13General BusinessCONSENT ITEMS 13.1 MOTION - APPROVAL - THIRD AMENDMENT TO PURCHASE ORDER 170609 TO EXTEND THE TERM ONE YEAR AND ADD COMPENSATION FOR ONGOING USE OF PLANETBIDS BID
The council will approve extending a contract with PlanetBids (an online bidding platform) for one more year.

16General BusinessPUBLIC HEARINGS Public Hearing matters will begin no earlier than 5:00 p.m. or as soon thereafter as the matters are reached on the agenda. 16.1 PUBLIC HEARING - APPROVAL OF AN APPLICATION TO THE CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT FOR PERMANENT LOCAL HOUSING ALLOCATION PROGRAM FUNDS AND ADOPTION OF THE 2024-2028 PLHA PLAN BACKGROUND: On July 16, 2026, the California Department of Housing and Community Development (HCD) released the Permanent Local Housing Allocation (PLHA) Program 2024-2028 Formula Allocation Notice of Funding Availability. The PLHA Program is funded by revenues generated under Senate Bill 2, enacted in 2017, which established an ongoing source of funding for housing-related projects and programs. As a formula-allocation recipient, the City of Santa Rosa is eligible to receive up to $3,046,056 over the five-year period. To apply for the 2024 and 2025 allocations of $487,369 and $522,044, respectively, HCD requires the City Council to conduct a public hearing, adopt a five-year PLHA Plan, and authorize submission of the application. RECOMMENDATION: The Housing and Community Services Department recommends that the Council: 1) conduct a public hearing regarding the proposed Permanent Local Housing Allocation Program application and 2024-2028 PLHA Plan; and 2) by resolution, approve the submittal of an application to the California Department of Housing and Community Development for formula allocations of $487,369 for 2024 and $522,044 for 2025, as part of a five-year allocation of up to $3,046,056 and adopt the 2024-2028 PLHA Plan. This item has no impact on the current fiscal year budget.
The council will hold a public hearing and vote on applying for up to $3 million in state housing funds over five years and adopt a five-year plan for how to use the money.
