The Open Government Ordinance was adopted by City Council in December 2020 (ORD-2020-018) and amended in July 2021 (ORD-2021-007). These ordinances added and amended Chapter 1-10 to the City Code to codify the City of Santa Rosa's commitment to embrace a culture of open government to ensure public trust, engage the community, and establish a system of transparency, public participation, and collaboration. 4.1General BusinessDOWNTOWN IMPROVEMENTS UPDATE The Transportation and Public Works and Planning and Economic Development Departments present this study session to provide the Council with an update to previously discussed Downtown improvement projects and programs. Council will take no action, but may discuss and provide direction to staff.
City staff will brief the council on progress and plans for various downtown improvement projects and programs, and council members may ask questions and give feedback.
7.1General BusinessPROCLAMATION - CALIFORNIA WATER PROFESSIONALS
The council will formally recognize California Water Professionals with a proclamation.
9.1General BusinessREPORT OF SETTLEMENTS AND ACTIVE LITIGATION The City Attorney will report on all settlements authorized by Council in closed session that were finalized in August 2026, which includes but may not be limited to all settlements or judgments requiring the City to pay more than $50,000. The City Attorney will also provide a summary of pending litigation against the City.
The City Attorney will report on lawsuits the city settled in August 2026 that cost more than $50,000, and will summarize other legal cases currently filed against the city.

The city will negotiate in private about selling or leasing two properties at 625 and 637 3rd Street (Garage 5) to Airport Business Center and development partners, discussing price and payment terms.

Public Hearing
16.1Public HearingPUBLIC HEARING - TEFRA PUBLIC HEARING AND REISSUANCE OF TAX-EXEMPT REVENUE BONDS BY THE CALIFORNIA MUNICIPAL FINANCE AUTHORITY IN AN AGGREGATE PRINCIPAL AMOUNT
The council will hold a public hearing on plans to issue tax-exempt revenue bonds through the California Municipal Finance Authority.
6500Public HearingA public hearing is required to provide an opportunity for individuals to express their views, orally or in writing, on the proposed plan of financing providing for the issuance of bonds and the location and nature of the proposed project to be financed. All financial obligations of the bond issuance are the responsibility of the Borrower. RECOMMENDATION: The Housing and Community Services Department recommends that the Council: 1) conduct a public hearing pursuant to Section 147(f) of the Internal Revenue Code of 1986 regarding the proposed issuance of tax-exempt revenue bonds by the California Municipal Finance Authority; and 2) adopt a resolution approving the issuance of the bonds by the California Municipal Finance Authority in an aggregate principal amount not to exceed $20 million to finance and refinance the acquisition, rehabilitation, development, and equipping of Vigil Light Senior Apartments, located at 1945 Long Drive. The bonds will be payable solely from revenues and assets provided by the Borrower and will not constitute an indebtedness or obligation of the City. This item has no impact on the current fiscal year budget or the General Fund.
Residents can speak at a public hearing about $20 million in bonds to build and improve Vigil Light Senior Apartments at 1945 Long Drive; the city is not liable for repaying the bonds.
