5.1General BusinessSTATEMENT OF PURPOSE The Planning Commission is charged with carrying out the California Planning and Zoning Laws in the City of Santa Rosa. Duties include implementing of plans, ordinances and policies relating to land use matters; assisting in writing and implementing the General Plan and area plans; holding public hearings and acting on proposed changes to the Zoning Code, Zoning Map, General Plan, tentative subdivision maps, and undertaking special planning studies as needed.

8.1General BusinessSOUTH SANTA ROSA SPECIFIC PLAN - DRAFT PREFERRED
Review and discussion of the draft preferred plan for the South Santa Rosa Specific Plan, which guides future development and land use in that area.

The Planning Commission is being asked to review and provide feedback on a Draft Preferred Alternative for the South Santa Rosa Specific Plan, which synthesizes community input, agency comments, and expert feedback on three earlier development scenarios for the area south of downtown. The preferred approach emphasizes mixed-use development and increased housing density along Santa Rosa Avenue, city-centered growth near the Santa Rosa Marketplace, distributed parks and greenway connections along creek corridors, and improved multi-modal transportation crossings—reflecting community preferences while addressing Moorland residents' concerns about density and Bellevue Avenue crossing priorities. The plan is funded by a $1.2 million regional grant with an additional $104,428 from the city's Advance Planning Fund, and the commission's input will help shape the final preferred alternative targeted for public release in fall 2026, with council adoption expected in spring 2027.
