5.1General BusinessSTATEMENT OF PURPOSE The Planning Commission is charged with carrying out the California Planning and Zoning Laws in the City of Santa Rosa. Duties include implementing of plans, ordinances and policies relating to land use matters; assisting in writing and implementing the General Plan and area plans; holding public hearings and acting on proposed changes to the Zoning Code, Zoning Map, General Plan, tentative subdivision maps, and undertaking special planning studies as needed.

11.1Public HearingPUBLIC HEARING - HOUSING ELEMENT IMPLEMENTATION - PLN25-0397 (THIS ITEM WAS CONTINUED FROM THE DECEMBER 11, 2025 PLANNING COMMISSION MEETING) BACKGROUND: Amendments to Titles 20 and 21 of the Santa Rosa City Code to implement goals, policies, and programs within the 2023-2031 Housing Element and State law. RECOMMENDATION: The Planning and Economic Development Department recommends that the Planning Commission, by resolution, recommend to the City Council adoption of amendments to Titles 20 and 21 of the Santa Rosa City Code to implement goals, policies, and programs within the 2023-2031 Housing Element and State law.
