Mayor Rogers City Council members and city manager Smith. I'm Erica to

I'm your county librarian and I'm joined today by your commissioners, David Cahill, who represents the city of Santa Rosa and Sarah Legos, who represents the city and county and here to share some information about our library and the resources that we provide. JULY of last year. >> In JULY of last year, the library conducted a community survey involving over 100 people. And we tabulated the results and what you see before you are main points that people want for our library system qualify, librarians reading programs for children. Homework, help career support and computer labs safe place for children's after school and Christine safe places next slide. Please. We have a squeegee t plans. We call that you manage remain remission plan, was finalized in 20. This again was an extensive outreach over 1000 people took part in meetings, focus groups and individual interviews. And it helps it a priority in terms of program services in facility needs. As well as how they're funded. So that's our basic plan. One of the parts of plan is to make sure we have some great branch staff get out of the branches and youth communities to reach people who don't often go to a branch library. sketches. The 4 Santa Rosa libraries, Sarah go first. >> Sure. So Central Center is a library. It's just 3 blocks away. As you can take a quick walk over there. If you want. Central Center is a library opened in its current location in 1967. But we've been a part of the community since 18. 59, we average about 50 different programs per month. Some interesting features of the Santa Rosa Library is that in addition to, of course, all the books and materials that are checked out regularly. We also offer the home of the street studios e-street studios offers to sound studios and to editing stations where you can create professional level audio recordings such as podcast songs, poetry. No more need to podcast from your basement. You can also check out a wide variety of camera equipment as well as over 1600 pieces of sheet music from the Central music file from genres, including classical Broadway musicals, folk, Jazz, country, pop and rock Central Library is also home to one of my favorite programs that the library offers. The adult literacy program office is located inside Central Santa Rosa. The adult literacy program provides free services to adults who want to work one-on-one with the community volunteer tutor to improve their basic reading, writing or English language skills. The programs are Lerner centered and community oriented. We train the community volunteers as tutors to help adult learners accomplish their learning goals. So I encourage you to stop by Santa Rosa libraries and check out some of the collection of writings by the

members of our Sonoma County Immigrant communities to participate in this program as they share their stories of what it's like to immigrate and find their place in Sonoma County. These Impala g's, which are printed and in circulation in our libraries. Give us a tiny glimpse into the lives of these community members. >> northwest. That's my bridge. It opened in 1968. You can see some statistics on your screen. This is a busy bridge. It collaborates with Cho Schultz. Has a stash of Lucy and Friends Branch there's a mural and children's room. Next slide. >> So the Rincon Valley Library has served northeastern Santa Rosa communities of Rincon Valley, Bennett Valley. Month since 1994, it averages about 24 programs per month. And in addition, of course, to all the books or materials that are checked out there, it's also home to the Montecito studio, which is another sound studio with equipment available for recording and editing as well as one of our convenient 24 hour. But Leo Box lockers so you can pick up your holds at any time. 24 7. Don't have to wait for the library to be open. You can also check out one of our self-service laptop kiosks there. The kiosks hold 12 full-featured laptops and offers a flexible option for going online anywhere inside of the library. One of my favorite programs at the Rincon Valley Branch is the free stay and play cafe so children and their caregivers ages 0 to 5. So if you know anyone who is expecting a baby

any time soon, who might want to be looking to build community as a first-time parents. I we really encourage you to stop by and check out our stay in play activities. These are events that are designed for new parents to come build community commiserate on the loss of sleep and also explore toys, costumes and discovery centers in the library. So encourage you if you know anybody to let them know about this great event that's happening at the library's. So the one last piece about the Rincon Valley is that they're preparing for modernization project. And 24 25 26. So we're currently in the selection process for an architect for the project and look forward to welcoming our community into that revitalize space in the next few years. >> The roads into regional library right now we a temporary library which replaces the temporary library in the front of an abandoned furniture store. This one is really nice. It opened 3 years ago. You one of the things I would like to point out, this is the smallest branch was prepared to square feet. And I think from with regard to circulation. Offers a 950 plus programs a year. This is an example of the ouch. We should the community is. I can hardly believe it. When I saw the few years. So it also has a story It works with shown farm. And there's a rotating quilt exhibit. Of course, this is just prelude to library, which in the design phase. Now thanks to the generosity of this council we hope to break ground late this year. All >> So I want to share with you just general overview of the

county library system. We have a 15 locations as far north. This cloverdale south to Petaluma Gonzo and Sebastopol to the West and Sonoma Valley to the east and all points in between York County Wide Library system allows us to provide a million bucks. Hundreds of digital resources and a comprehensive library loans system over a mobile lab or a van and much more by partnering with you. We can offer more expensive library services than you could provide if you're and the library as the city department. We have about 300 employees and an administrative center that's located in Rohnert Park where all of back of House functions are done. So now I'm going to share with you some statistics from last year. Some accomplishments that we are very proud of. These include our full him implementation of Sunday hours. All of our locations are now open from one to 5 on Sundays. This was a result of the measured by sales tax funding. We know the family's love the Sunday hours. We an immediate increase of 320% attendance based upon and some of our branches actually report to having to take it some of their programs because they're so popular that our room capacities just don't have the space to allow everyone who wants to attend We also completed our facilities master plan which the city should have. We assessed all of our buildings to determine what we anticipate over the next 20 years. Launched a fundraising campaign for Roseland in NOVEMBER of 2022, the foundation raised 1.2 million at this point and

they're on track to continue raising more. The total goal is 3.6 million for the Rosen Library. We also negotiated a Nemo you with the county for Juvenile Hall. We provide a professional librarian at that location. 20 hours a week which far exceeds the average that most county libraries provide most county libraries provide 3 to 4 hours a week. And we have somebody who is full time who works at Central Library half the week and the other half of the week. There are 2 of an u-Haul where they doing collection developments, conducting book clubs and working with those incarcerated youth. We also had our volunteer leadership recognition day and this was where we recognized all of our fantastic volunteers are friends of the library. Our lab members, our commissioners and and let them know how much we appreciate their work. And lastly, we applied for multiple building forward together grants. These are grants that the state Library had is about 476 Million. Out 12 branches. We got grants for 6. 4 of them are in round 2. And Santa Rosa Northwest was one of the branches that was awarded the funds. The funds are currently on hold because of the state's budget deficit. And we were really worried that they would be clawed back. But we have some, you know, positive. You know, vibes from the state library that we think those funds will be restored. So we're hoping to hear more about that in MAY when the governor gives a revised budget. So last year was a banner year for the We had 1.2 million visits to branches and this was a 37% increase over the previous

year. This was due to a concerted effort to expand hours, including Sunday's as well as hard work and commitment of many library staff. We hired 20 additional staff to enable us to do that. And we now offer service 765 hours at all branches every week, which is a 30% increase above a 2017 level. We also had a banner year in terms of circulation. We exceeded 4 million and surpasses all previous years, as you can see from the graph, the orange is our digital and the blue is our physical. That includes books. Dvd's our physical circulation is about 60% of the digital is 32. And that increase during the pandemic when we were only curbside people realize that they could get their books and they could download them to their phones to their laptops, to their IPads. And we've really seen a exponential growth in that area. Even our physical circulation, though, has really increased since the pandemic. And we're on track this year to exceed what we did last year. Our budget is 51.3 million, as you can see from this pie chart. Most of it goes to salaries and benefits. We also have some for our buildings. So it ease, which is from our fund balance. Capita cost county wide is about $89 per person that's actually quite compared to other jurisdictions and the state. And this is our

building forward together. Grants we We we've got 5.5 million dollars from the state for these projects the this year at would be the history genealogy library, which is the one a location that the library actually owns. And that was id did to us by previous tenant. But Rohnert Park was funded as was kernville and northwest. And as I said, we we hope that the state will be restoring those funds to assume. Provide all kinds of services to youth and our adult services, Israeli We have learning and life goals, including high school diploma is that we offer through our career online high school program. We also have all kinds of welcoming spaces and access to technology. We provide one-on-one tech help as well as classes. We have tax preparation classes as well as rich and diverse programming. This Sunday I was at Central Library where they had a cookbook author James Beard, Award-winning cookbook, author. Brian Terry and the Friends of the Library graciously gave all of the attendees copies of his cookbook. So that was a really wonderful event. These are some of the things that we offer adults in addition to our adult literacy meeting rooms printing and outreach, which exemplified by our Bigley, a bus. I believe bus goes to all areas of the county, including apartment homes, schools, some of our unincorporated areas,

including take up a Darrow Murillo the springs geyserville. So if you see that blue bus on the road that started bus. For use, we offer a variety of different programs, including early learning story literacy support like read to a dog. If you've ever seen that and that's for young readers who are building their confidence in their reading skills. They get to read to a very patient well behaved dog and better their reading skills. We also offer school support with our student one card program. And this you know, County wide students can get a library card through their school. In addition to their regular library card. And we provide steam and educators support. And then this summer, every summer we do summer lunch at the library. And this is for those families that are battling food, insecurity. We hired teen in turns to help with our summer lunch program and we pay them and they do a program as part of their services to that community. We have extensive collections. We have over 600,000 items across all of our locations. But we also share a library collection with Lake County and Mendocino County. So if you are putting up a can hold, you might get from one of our branches or you could get it from Lake or Mendocino. Also have an amazing service called link. Plus, which is a network of 70 libraries throughout the state that if you can't find something that you want from your local branch, you can go to link. Plus requested it. And it's really especially good for those niche items. My

husband is a filmmaker and loves these really you 1970's, Check Them Honest films and he gets them through link. Plus from as far south as San Diego, Sandra fell San Francisco public. It's a really great service. We also have extensive digital content Libby is our main any audio book platform and we have surpassed 1 million checkouts 2 years in a row and in the state of California, we're actually number 5 in terms of circulation out of the 180 plus library jurisdictions. We're number 5. So really proud of that. And we know that people love this digital content. We also provide other services such as press writer where you can get the New York Times the Wall Street Journal, the press Democrat, this is all available with your library card and we have learning platforms like LinkedIn, learning and mango languages for people who want to teach themselves new skills. We also have what we call our library of things. And these are things that you can check out, including parks, passes a state parks passes. This is a 3 week. Check out. You take it home. Even go to as many parks. Is you like in that 3 week period? Again, it's a very popular program in Sonoma County. We are number 5 in the state for the state parks past. And that just demonstrates how much people love the great outdoors here. But we also have other things such as our stories to go. Our diy tool kit and our Cinema 5,

which are hot that we lend to patrons. We hotspots about 1000 that went to a branch is for people who don't have Internet access or have spotty Internet access. As Sarah was pointing you know, we do have these big Leo boxes, which are 24 7 book lockers. They're outdoors. So you don't have to wait for the library to open to pick up your holes and we have them many of our branches by this and eventually we will have them at all. We currently have Kernville Sonoma Valley, Rincon Valley Healdsburg just went live yesterday and cloverdale as well. So at the by the end of JUNE will have northwest in Sebastopol. And then the laptop kiosk which she also talked about is in the middle. That is for checkout. While you're in the library, you can take those home, but it is a flexible model that people can use. And then we have our big leo bus and our kit, which is a Chromebook and a Wi-Fi hotspot and people can check this out and take them home. Really great product. So this is one of my favorite quotes is from an op-ed that I did in early APRIL. A patron responded that our library was one of the best one of the very few institutions that improved during covid the increase access to electronic resources was huge. And I have to say, I'm very proud of the work that we have done during and since the pandemic to provide proper, a responsive, a community-based programs and services usage over the past year demonstrates that our community recognizes the value that we provide and the overall positive impact it has

I've been familiar with both the downtown of the northwest branch since they opened those new buildings. I hope to you is that all of you folks will advocate for a 16th branch. That we keep the existing Roselyn branch where it is in Roseland on Sebastopol Road in the heart of the most disadvantaged, underserved and overburdened Census District

in the entire county and that the branch that you're planning for down by the Hearne Avenue would be the Bellevue branch for the Moreland District, which will be entered scene and adding 10's of thousands more residents that brand new branch right there would serve all those new residents very well. It's about a mile and a half from the Sebastopol Road Corridor, which is the heart of Roseland. And right now that branch season, all kinds of activity, it would really actually be a money saver to keep that branch as it is without having to go through any transition. And then as you build a new one to the south, you can get that already for those new residents that will be moving in. You can actually also be getting what are called eggs actions from the developers who have been building housing out there and get dedications and which would help that new branch be even more helpful to the entire county, not just to Santa Rosa, but back to Roseland. That area that I'm most familiar with and which I come here to advocate for with you, folks, the people at the Library Commission of Heard Me speak before and this isn't about undermining any of the plans you have for that new branch there in Bellevue. This is about adding more to the resources and facilities of the library system. This could be done by reaching out to various funders. Other

people's money could come from not just the state and the federal government, but also from community foundations. We have a foundation of Sonoma County and there are other groups that could actually step up to be more helpful on this. One of the things that just passed in the last election was that our governor passed a proposition one to help with mental health issues. One of the best ways to do mental health type approaches is to have a vibrant library nearby where people can go and read and taking time off, if you will, a break from the stresses of our community life these days. I know that you folks, if you look into it, you find this proposal actually be welcomed and many other forums. And so I'm more than willing to give all my time to volunteer, to try to get you more money so we can have a separate Bill View Branch and we can keep our Brandon Roseland. And that settlement was previously authorized by the City Council in closed session. In the matter of the city's paving integrating versus city of Santa Rosa. The case involved a 10.2 million dollar public works. Construction contract

dispute arising from phase 2 of this stonypoint widening project. The lawsuit was brought against the city by contractor Day cities paving integrating under the terms of the settlement agreement. The city's design consultants Ghd will pay the city's 3.7, 5 million dollars and the city will pay the city's 2.7, 5 million dollars in exchange Bay cities must dismiss the lawsuit against the city and the city releases all claims against Ghd. This settlement is conditioned on the city council appropriating sufficient funds to pay the city share of the settlement. If the city does not appropriate sufficient funds, the settlement will not become effective and the case will be reset for trial. The necessary request for an inappropriate. Jen is on this evening's consent calendar as item Otherwise our caseload remains barely get consistent at approximately 30 matters. Many cases are currently in discovery phase many have trial dates assigned to them. We continue as always to try to resolve smaller cases but little or no cost to the city. we've ever had at that event. I don't know if anybody saw the press Democrat article that came out this week to talk about here companions particular, the work to convince canine companions doing even in places like San Quentin. It's important underline that canine companions. It's based here. It was found in Santa Rosa, but national organization, it's just it's got a really impressive history. And it was it was great to be there celebrating with 180 80 or so community members and who all but one thing that organization possible. And then on the I'd like to thank council 60's mean City manager Smith. And James Castro from parks and recommend sure if I see him. And Doug, Doug Williams from Transportation, public works. They and their teams helped organize the great park a month program here on the city Hall site. So if you notice that things looked a little tired year coming in, that's thanks to the pressure

watching in the new mulch and and just general general tidying here on city on City Hall grounds. In addition to city staff we had, I think 20 or so volunteers. And it was just it was a great and very efficient morning. So thanks to thanks to all the members of the staff here who made that possible. And in conclusion on APRIL my wife and I happen to be traveling to some of air to South Korea, rather, and we managed to to gain an audience with the mayor of Jeju City. South Korea Center is a sister city. Many of you probably noticed the statues that are right across the point in the right direction. But those are statues from Island. And so we we met with the mayor and his staff, mayor Byung some con and this was the first in-person meeting with that with the mayor. I we think at least since 2018, obviously covid the fires in or interfere in recent years. It was a great discussion talking about or is our respective cities. There was a gift an invitation on behalf of the mayor. I should. I should mention that I was but was glad to be there representing our mayor and all my colleagues here in council. But invitation for for Mayor Kong to to visit Seminole County, which he was interested in doing. And then Mayor Rogers is followed up since that event was that within an official letter of formal a formal letter to the mayor. And and it looks like we were able to to restart our our sister city partnership with with judges sitting South Korea. So really nice, really nice affair. And I should mention again for the budget hawks out there that my wife and I just happened South Korea. This was not taxpayer funded, but we're we're happy to do to be able to do this on

And so I just thought that that was so great that we have someone that takes the time to do that. And it just really sheds

But first, I want to thank you for the extension at 13.7 of the proclamation of the local homeless emergency. It seems that we're not solving this problem. And I do believe that this extension of the proclamation has been going on for least 5 or 6 years. Now. So number 13, 0.8, that resolution could help us with that problem. That's just been mentioned because this is about the infill building and you could make a point of saying to any of those people who are going to receive money from these grants that they put some specific units in for extremely low-income people. There's been an effort here in the county to buy hotels and to build new buildings and the people that get those places to live. Stay there and become good tenants. A specific example is the Benton Veterans Village on Benton Street, North Street, which was a former fire station for the city of Santa Rosa. Also 13.10 that was about the Bay cities paving integrating getting a

million 0.8 dollars from the city's general fund money that could have been used elsewhere for some dire needs. And I haven't really heard a good expression from anybody yet to explain why those folks get that money from the general plan. One of the things about the Open government task force that happened 10 years ago was that the city was signed on to it said they were going to make information more available to the public. So easily understood by the public. And it was well disseminated to the public. And yet we've fallen away from that eu council meetings for the Open government Task force. You have these long consent agenda is where there's 14, 15, sometimes as many as 18 items under consent and give the public only 3 short minutes in order to try to talk about those things, please embrace the theory of your own open government task force and tell us where the money gets spent and why gets spent before it gets spent. Those who are amputees, those who have had injuries. They also for a bit of even those veterans that come back without having been. And presenting this item today is quite Stewart. Our program specialist. >> Hello and thank you for your time. In some our presentation, we will be reviewing 3 plans. The 2024 27 consolidated plan. It's 2024. 25 action plan. And the 2024 fair housing plan, the information gathered in the consolidated in for housing plan our decisions on how to distribute the funds allocated to see by the federal government. The 2024. 25 action Plan describes how the funds will be spent for that fiscal year. The funds come in the form of community development block grant or cdbg funds Home Investment Partnership program or home funds and housing opportunities for persons with aids or hop a fence. The consolidated plan is required by hud and recreated every 3 to 5 years. And its corresponding action plan is created yearly. Some background. That provides us with template that or use nationally and we personalize into the city of Santa Rosa. The main data sources used to prepare the consolidated plan are the census data. Which is updated every 10 years and the comprehensive comprehensive housing affordability, strategy or chest at it, comprehensive is gathered

every 4 years. And we're using the 2016 to 2020 numbers. So for consistency purposes, we're using twenty-twenty data from both data sources. This ensures we're comparing apples to apples. We realize that that is older. So we do check to see if there's any significant changes. And for this purpose, we use American Community Survey or acs data Example, some of the figures gathered included in the plan is household data. Santa Rosa has 66,580 households. The falling to the for income limit that are shown on the screen. For example, the income limits for 4 person household, that 80% of the area median income can make $100,660 a year. We're $8,388 a month. We use 80% of the m. I area median income because had uses 80% as a threshold for affordable housing. Other notable household characteristics. 45 1% of households are renters. 55. Or owners. 25.7 of renter households and 17.8 of households pay more than 30% fort of their income for housing, which is considered cost-burdened. Another area of data collected for analysis is our housing stock. According to the 2020 Chaz Data. 59% are single-family units. 41 1% are multi-unit units. As for Santa Rosa's housing cost. Look, the California Association really are states that the average rent for a one-bedroom apartment is $1825. And as of OCTOBER 23rd, the median sales price for single-family residence in Santa Rosa was $140,000. The next 2 slides. Our list of priorities based

on the needs assessment. The housing market Analysis, City Council priorities and eligible uses for cdbg home and help of funding. Our needs. They increased supply of affordable rental housing for lowest income households. Preserving existing affordable housing stock, provide housing assistance, support services for low-income persons with hiv or aids and their families provide housing and services to special needs populations, increase access to homeownership opportunities. Continue with a list of needs. The first site includes items a through d which are first your priorities. The second flight includes items through g which are second tier priorities. With the exception of Item h due to home program requirements to funciona organizations. The second chair items would be included in our action plan if the city receives additional funds from hud or other resources. List of needs has also been available for feedback in agreement with our citizen participation plan. Outreach. The citizen participation plan was used as a guide for acquiring feedback regarding the previous list of needs and the plans in general. The site lists the outreach conducted in the preparation of the consolidated plan. We have participants provide feedback into community and stakeholder meetings. And this year we added an online survey that had over 450 responses. Plans are also made available online emailed to interested parties upon request and made available to City Hall Annex City manager's office and the central branch of the Sonoma County Library in downtown

Santa Rosa. The other plan been updated in 2024. Is the fair housing plan. But for how the plan is similar to the other plans and is also required by hud. It's for it furthers the policies purposes of title 7 known as the Fair Housing Act. It also uses analysis of demographic and housing data to foster more inclusive community. The plan is created in collaboration with Snow County of Sonoma and the city of Petaluma and is also required by hud for all entitled entitlement jurisdictions. Moving out of the funds see it as an entitlement jurisdiction. We need to mention that these are estimated for numbers based on last year's allocations. We're waiting for had to provide us with actual numbers. We hope to receive them by MAY 7, the first of these funds is a community development block grant or cdbg funds. Some of the uses for cbd funds include acquisition of real property rehabilitation and public services. We can use 15% of our cdbg funds for public services. It will be presenting a grant agreements at a later date. Once we've received our actual allocation amounts from The second front we received the time restriction is a home investment partnership program or home funds. These funds are primarily used for funding tenant based rental assistance or that he broke program, which provides rental assistance for low-income households that 60% am I or less. At least 15% of and programs or home funds must be set aside for specific activity activities to be undertaken by a special type of nonprofit called the Community Housing Development Organization or chouteau our

last federal fund, its housing opportunities for persons with aids or hopwa program is only federal program dedicated to the housing needs of people living with hiv or aids. It is listed along with other public service programs during our grant application process. Requires public comment as part of our citizen participation plan and all comments received today will be included in our consolidated plan along with all the previous comments that were received during the outreach process. So after careful analysis of data gathered from the Census and Chaz data, its alignment with the City Council property priorities and input from the community is recommended by the Housing and Community Services Department that the council by resolution, one authorize middle of the 2020 for 2027 Consolidated plan. The fiscal year 2024, 25 action plan. And there's large group of people who don't know what's going to happen with them. And I don't feel like the plan addresses. What they're actually going. What's going to happen with them like a lot

of people aren't included in the solution. And the solution seems to be. Forcing people to move constantly and putting giant boulders on the trail. Now, some of that's the county. It's not really city, but the same applies to the city because host has come out to Jared on a trail. I've heard accounts that they've come out and they had that just told people like will be don't really have anything to offer you right now. But we're just letting you know that we don't and then. They get swept. Does that count as like engaging with is that count? Is that is that make us look better? Because they were they were offered something some kind by you know, there's a lot of bigness and I'd like to know what are the actual solutions? Because? People have lost a lot of property when they're being swept. People have they're constantly being re traumatized and it's just not really. Any clear what I'm hearing is that folks would like a place to go. They'd like some ownership over the management of that property. How's it manage? Housing governed? >> city manager. >> I don't 15.1 annual public records requests reports 2002 2023. >> Good evening, Mayor Vice mayor and council imd to manage your city clerk and I'm here to present to today the public records requests reports for 2022. 2023. The 2022 2023 public Records request. Reports are the first questor. The first reports of this sort since being adopted into the open government ordinance in 2020. And then it was then amended in 2021. This part of the city code requires the city of Santa Rosa to embrace a culture of transparency, participation and collaboration and specifically under Article 3 of the city code, the public records coordinator, City clerk shall prepare a tally of the rent and report of all records requests brought before it. The report at a minimum show identify the total number of requests. The nature of the requests, filled requests and those that were unfilled. In addition to the minimum requirements identified in the code, the city clerk's office has identified additional information related to a year over year. Look back of the volume of public records requests received over the last 4 years. So ahead of the official report data, I thought it would be helpful to explain or understand the public records request process. So it's tough when we receive the public records request, it can be received in person. Over the phone email mailed in or via the online portal that we use currently it, which is called next request. Additionally, we just

added a new kiosk in the city manager's office for the public to use to submit for review the requests that they have And next request. The next step is to clarify and assign the public records request. So the city clerk's office staff works with the requester to clarify and narrow the scope of the request in order to efficiently fulfill the request. Each department or it isn't a sign to departments that MAY have responsive records. Each department has their own designated at department public records coordinator has other duties as assigned within their normal scope of their job. And they read through in review each assigned request again, seeking clarification from the requester if needed. And if the staff can easily direct the requester to a public portal where it's already available online, we do so if they can't find it online or the link isn't working. Or they just need additional assistant, we will attach it to public records portal to make it easy for them. When it's a more complex request, we gather all the records. That step 3 in department, public records, coordinators work within their team together. All of the records. That MAY live in their departments and they work with their subject matter. Experts from the different divisions that MAY be housing. Those records. At step 4. We review the public records. Coordinators reviews. What has been gathered to ensure it is disclose double and no exemptions apply under the public Records act in minutes at 5, we upload and release the records. Some records are some release of records happen all at one time. That's generally when there's only a

handful of requests or records with it that have fallen under the request. The requester more voluminous and we do a rolling request. To allow time to gather those records inadequate review of those records. Again, its step at the final review. Ahead of closing out the public records request. The city clerk's office confirms any notes or citations are redactions and that we apply the correct citations for the exemption codes. And throughout this whole process, the city clerk's office in the department, public records request coordinators and city attorney's office all error on the side of disclosure. Similarly, we have in discovery process for which is defined for the city of Santa Rosa as it relates to public records requests as e-mails that fall within the scope of a request and that are disclosed double. So again, the public records request is received. We clarify and request for search terms and that's an important component because many of the request state casting a wide net because they're not sure what they're looking for. So it we reach out to the requester to try and get search terms so we can help narrow the scope in good understanding of what they're actually looking for. So we don't provide the documents that they're not looking for. And we were drafting queries or rewrite the clearing and we run the cleary. Cleary can result of a lot of e-mails and some MAY not have any response of the documents. So that will rewrite the query to try incorporating find the records that they're looking for. Again, one request can result in thousands of e-mails. So it is imperative for the city clerk's office staff to work in partnership with the requester to narrow the scope

of the search of possible. D# # # Weary is written. It is run through an automated analytical tool to d duplicate any duplicate emails then our goes through and does a manual review of all of the e-mails. And then it is assigned to the department's for additional review to make sure that what we are those e-mails that were gathered through the e-mail, the e discovery process are in fact disclose Abul and relevant to the request. And then at the final step, the city attorney's office then reviews staff determined is any exemptions that were applied to make sure again that they were applied correctly. And then we upload and release all responsive emails and upload to next request in the native format. So now that I provided that overview of the public records and discovery process, I'm going to start going into the 2022 report data. Again, we're supposed to touch on the number of requests received the nature of the requests, the request unfilled. And reasons why they weren't filled. So in 2022, we received 1000 to 321 requests. Fulfilled 957. 328 of those went unfilled that will go into greater detail on that number in a later slide. And 36 of those requests for duplicate. In the nature of the request is broken down by department. And the report that's attached to the staff report breaks down what types of documents live within each department. The one category that I do want highlight is the multiple category. This requests that cross multiple departments responsive documents MAY reside in more than one department. And this number is not included in the

individual departments counts. So the 2023 report data we received 1316 total public records requests. We fulfilled 827 408 were identified as unfilled. And we had 52 duplicate requests. To go into further breakdown of the unfilled requests of the 328 from 2022 that were categorized as unfilled. 68% of those about 328 were no records. In the no records category. So the wreath or other agency records or the record simply did not exist in the normal course of business. Therefore, we have nothing to do. To distribute. And you can see that is indicated on the and on the blue pie slices. Yellow pie slices its looking yellow. Kind of lay me green up there. Those are. No response where we have asked the request for clarification or affidavits and they simply did not respond. So that is the equivalent of 11% of unfilled requests. The shades of red or actual non releasable records. These includes planned a draft plans being planned. Draft documents items that fall within the public Records act has not disclosed exempt. And then the orange slice of the pie shows at 9% where the requests were withdrawn by the requester. They felt that they'd already found the records on their own or they determined they no longer want request or want the record. So when you break it down to that level of the 1321 requests received in 2022? Well, it was 328 indicate is unfulfilled are unfilled. Only 33 requests were denied due to exemptions acceptable under the pra are

public records act. So 2% of our total requests 2 exceptions. And it's a similar breakdown for 2023 of the 408 that were indicated as unfilled. The blue items on the pie chart or the equivalent of 54% or no records. Again, many people reach out to the city because they're looking for county records that we just don't have our hands on. If we can provide them the link we will. But we still indicated as unfilled. So that we have other record other agency records as a part of the blue. Where part of that 54% record simply do not exist where they were county assessor records. The shades of yellow again were 31% are no response from request or again. They didn't respond to our request to clarify the search. Or the record they were requesting required an affidavit and they did not submit the affidavit so we could release those records. The shades of red red again here on the pie chart. Are those that not releasable. And that was equivalent of 11%. So again, the actual unfilled that were acceptable under the public Records act was 47 total public records request or 3% of the total 1316 submitted. Here's a quick 5 year snapshot, as you can see in 2019, we at this is that year that we first fully use next request and we tracked 970 requests received 2020. We had 959 in 2021. We peaked 1514 requests. And then we started tapering off in 2022. 2023, which we just reported on 1300. And 21 in

1000, 316 respectively. And we can speculate that that peak in 2021 was due to covid in the front offices in front counters being close. We feel a lot of public records requests just with walk-ins that we don't even track. But in those years we didn't have the office open. So people were forced put their request in to the public records request portal next request. During the Open Government Task Force meeting in MARCH where they originally they first heard this information. It was requested that we bring back. To council the number of unique requestors for those numbers of in 2022. Of the 1320 20. 1300. And 21 requests received 821 requesters submitted those 1300 requests. And in 2023, 839 unique requests are submitted. The 1300 public records request. So that means that. Many requestors for submitting many requests. Before I read my recommendation site, I do want to acknowledge my administrative technician, Lauren Wiley in 2023. We were understaffed by one full time employee and did the lion's share. Did all of the work in getting these public records request coordinated and distributed out the departments in Yes, she had to leave some work. Not behind, but it's so the progress of the other work that it's a sine to her. But she did all of the heavy lifting on these public records request what we've been and are filled. I'm happy to say that we're now back to having her counterpart counterpart for public records requests in the balance slowly being restored to our universe. So with that, it is recommended by the city

clerk's office that the council by motion except the 2022 2023 annual public records request reports and provide direction on how future reports should be presented to city council. That last point there was no clarification in the chart are in the code on how you would like to see this. If you like to see it as the future report item or simply as a written communication, we're happy to oblige in either direction. It's tricky is what is the cost to the city in 2 to gather together data terms of staff time, other expenses, etc. Thank you. Administrative technicians on staff who spend about 80% of their time. Towards the support of public Records act requests in management. So that is equivalent or their

salaries the tooth combined at 80% is about $114,000. Plus, the software that supports so another $17,000. So roughly $131,000 to us from the city clerk's office. What that does not include, which we're trying to improve our metrics and tracking on is the staff time from the departments. So we are encouraging staff in requiring staff to put in their time dedicated to public records, request the film and within the next request portal. So we have better metrics to report on in future reports. >> And so there be benefit cost associated with that. Not just the 2 boys in your office, but for that, you would to the salaries and benefits across across city departments. We're talking about hundreds of thousands dollars in terms of in terms of city see resources being used for these new to facilities request. That's good to know. Thank you. >> All right. Mayor Rogers members of Council. My name is Nick Currently the acting deputy director of administration was center is a water. I'm joined tonight by my colleague Lori Urbanic. She center is a waters. Deputy director of engineering resources. And we're here tonight to discuss the

preliminary fiscal year 2024, 25 regional water ease budget and request your approval thereof. Before we begin in earnest, I wanted to speak briefly about the updated staff report resolution and presentation on this agenda when the preliminary council agenda was posted, the initial expenditure appropriation request was 47 and a half million dollars. Since then, the expenditure requests has increased to 47.7 million related to our request for 2 new positions in the regional enterprise. When we first prepared our budget, the cost for this request for not fully included in our expenditure budget. And after posting the preliminary agenda and working with the finance department, we realize that these costs are not fully included in that has been corrected. And that's why all the documents were updated to show the corrected increased expenditure. Appropriation requests and no other changes have been made to the documents. So today going to walk you through our proposed budget of the resulting user agency contribution allocations touch on some cip project. Highlights that we have planned for the upcoming year and touch on our remaining budget schedule. Regional generated over 7 billion gallons of recycled water in fiscal year 2022 23 with Senator as a contributing over 73% of the flows. This these figures are important because these percentages are what we used to allocate our operations and maintenance costs for the treatment plant. Moving on to expenditure increases. We're seeing about a 1.5 million dollar increase to our 2 and a half percent.

Coal assumption as well as the addition of the 2 new positions and additional overtime costs which have been under budgeted or planned is a 24 hour operation and looking at recent years, actuals, we've been trending a little higher than we've been budgeting. So we're trying to catch up to that. Want to speak briefly to the 2 and a half percent coal assumption on the slide. This is simply a budgetary assumption. It's a no way meant to suggest that we are going to or have adopted a 2 and a half percent cola. This is essentially a budgetary mechanism that serves to mitigate the budgetary impacts for regional partner. Should new labor contracts be adopted? Maybe year. For professional services? Our some of our leases in our bio solid land application sites have expired. We're unsure how much land will be available for land application moving forward. So we've increased our outside services budget over $600,000 to account for possible increase costs for bio solid disposal with lipstick because Iirc hostile turn to land application. Insurance in Locations reminder are out of our control. What we're seeing insurance premium increases of over 20% for next year. We're also contributing more to vehicle replacement funds to account for an all electric fleet future where we're replacing vehicles at a higher price. The price paid to acquire current fleet. We're also budgeting for further cost increases for chemical used in our treatment processes. And utilities were planning on pg

and e increasing rates yet again. And so we're trying to keep keep up with that budget early and we're increasing our cash funded cip by 1 million dollars from 10 million up to 11 Million. And that's spoken agreement amongst ourselves in the regional partner agencies. So here's a look at our proposed operating budget by category. And here's a chart afflicting the entirety of regionals proposed budget for next year, including Cip and debt service appropriations. We also his likes include the miscellaneous revenue figure in red serving as a reminder that we always budget our partner agency allocations net of that figure. As of 6/30/2023, a regional refund reserves to to 2.8 million dollars. As a reminder, these amounts are held on behalf of each partner agency to be used for rates moving at their discretion. So while they sit on center is this trial balance, they are actually owned by ourselves and the 4 partner agencies. In Sebastopol has applied $200,000 to their current year 2023. 24 allocation. Which leaves a net of 303,000 available for next year. Future years. If they so choose. We're continuing to see stronger strong growth trend in our tipping fees for truck police at the plant. So that we bumped up to 3.6 million dollars and we have specifically brought down a couple line items here that's interesting. Pump hold investments in miscellaneous

revenues. We haven't hit anywhere near those figures in recent years. And with the Fed holding interest rates at the highest level, they've been recent If we didn't hit our interest income targets during, you know, last year, then we should probably just said downward. And so we've done to try to be more realistic. The town of Windsor, agreement is escalating by 3% per the contracts we have with them. So here's a look at how we write or to loan him and cip contributions for the fiscal year. We start with their total operations and maintenance requests to forty-seven 0.7 million dollars. We've been at the 11 million dollars in cash funded cip in the 592,000 needed to increase our operating reserve to the required 15% of expenditures. We then that out misleading its revenues of 5 and a half million to get to our net contribution of 53.8 million dollars the upcoming year. So looking at our proposed contributions for next year, we can see the total on him budget. Plus the total cip budget equal. The total 53.8 million contributions calculated on the previous slide and adding the total regional debt service budget of 21.6 million. We write our total regional budget request of 75.4 million. All agencies are seeing a modest increase in their allocations for next year with the exception of Sebastopol, which is actually realizing a small decrease in their allocation. And Santa Rosa is seeing an increase of 5.3, 4% in the proposed budget. Okay. So of the 11 million dollars being

appropriated for cip projects next year, $900,000 is program to be invested in. Our guys geysers pipeline infrastructure with the remaining 10.1 million going directly to our plan. Infrastructure. And I will now. Introduce Lori Urbanic, our deputy director of engineering resources to touch on some cip project. Highlights. Thank u next. >> as Nick mentioned, we 11 million dollars in funding this year. And I do want to let you know we have proposed the projects that you're seeing now solely based as the main driver is risk. And that means if we based on critical infrastructure failure. So high consequence of failure and then a likelihood of failure. So you're seeing some of the most critical infrastructure replacement going on out plant. So the first project that I want to talk about is the ltp infrastructure, electrical improvements from this slide. You can see there are multiple locations that need to be upgraded. This brought forward in one of our master plans and show that this is a very high consequence of failure. Should we lose the electricity out of the plant. It would shut down all of our operations. So the estimated total project cost is 35 Million. Just to give you some perspective. And we're proposing 8 million dollars this coming fiscal year to purchase, long lead electrical equipment for the project. Also out of the treatment plan is the

reclamation building. This is also a project will provide new reclamation pump station building for the pump station, the which is a critical piece of reclamation process operations. The existing building is in a complete disrepair needs to be replaced. That's made cost is $500,000. And we anticipate the project to to be completed in JULY of 2025. And the last piece that we have is the geysers pump station electrical upgrades like many of our other systems. Key components have reached the end of our useful life and no longer supported by the manufacturer, these pumps and electrical control equipment are some of the most critical assets in the geysers pipeline system. We have 500,000 program for budget year. Okay. Just a touch on remaining budget schedule. And as you all know, MAY 7th and 8th.
